The City Council let in regular session at 7:ooPM in the Council Chamber,
City hall, with the following present: Mayor R. J. Hall, Councilmen: Jack
Parker, J. T. Hickman, C. T. hields, Pat Onstot, City Attorney John Gay,
City Administrator J. H. Whitt. Absent Councilman D. Ward, City Clerk
Oneida Gallagher.
Meeting was called to order by Mayor nail and the minutes of the last re-
gular meeting of January 14, , 196), was ordered read. There being no de-
letions, corrections, or additions the minutes were approved as read.
Mayor Hall greeted Mr. & Tars . Tom Bozman and Mr. N. T. Gothard who re-
quested to be heard in reference to matters pertaining to each.
Mr. NI T. Gothard had excessive water usage for the month due to freeze
damage to water pipes past water meter and on property owners lot. Mr.
Gothard rents this house from an other Wylie Citizen. After a short
discussion Mr. Gothard was told that municipal responsibility ended at
the meter and if the water past the meter it would be necessary for the bill
to be paid as rendered. It was also pointed out that he might discuss
the matter witL his land lord and p _)ssibly he would pay the difference
in the water bill or assist. M'+r. Got_-ard is not to be penalized for
failure to pay the February 10th due to the late council meeting and
the necessity of checking with the land lord. Mr. Gothard thanked the
council and retired.
Mr. Se Mrs . Tom Bozman presented a nuisance value problem of cars park-
ing, being worked on and generally .laced in, around and on the property
of M'+Mr. Jim Simmons, a neighbor, creating a hazard to their gaining entrance
or leaving their drive by the inability to see . Also it was stated that
Mr. Simmons was doing business ( electrical generator etc ) in A-1 Resid-
ential area. After a short discussion Mr. Gay, City Attorney, was in-
structed to inform Mr. Simmons of his infringement on the Ordinances of
this City and to take immediate steps to correct the situation that
exist. Mr. & Mrs . Bozman thanked the council and retired.
Letter of resignation effective February 29th, 1964, of Police Patrol-
man Bobby Ross was read. On a motion of Councilman Hickman, seconded
by Councilman Parker for acceptance. On the question: unanimous Ayes .
City Administrator Whitt announced that an other patrolman had been
hired if all references were satisfactory and no interruption of police
service anticipated.
On motion by Councilman Parker seconded by Councilman Onstott, Order
Establishing Procedure for City Officers Election and Official Notice
of City Officers Llection on April 7, 1964 were ordered completed by
City Atty. Gay. On the question: Unanimous Ayes . Atty. Gay completed
same and Mayor Hall so affixed his signature.

Short discussion in reference to services performed by W. A. Allen and
J. J. Housewright, both municipal employees, motion made by Councilman
Parker, seconded by Councilman Hickman, that W. A. Allen be given $10.00
per week raise in pay to a total of $110.00 per week and that J. J.
Housewright be given $7 .50 per week raise in pay to a total of $85.00.
Motion being duly made an seconded the question was asked. Unanimous Ayes.
Bills were read and after short discussion motion made by Councilman
Shields seconded by Councilman Onstot they be paid as read. On the
question: Unanimous Ayes.
Discussion in reference to the possibility of hiring full time third
policeman ensued. On motion by Councilman Hickman seconded by Council-
man Shields to hire third full time policeman the question was asked--
Unanimous Ayes.
The Council retired to the office of the City Clerk and City Administrator
Whitt explained merits of a displayed bookdeeping machine and possible
administrative accounting changes which should enable the Clerk and the
Administrator to perform present and future billings and accounting to
a greater point of efficiency and speed. No action at this time.
Meeting adjourned on motion by Councilman Onstot and seconded by
Councilman Shields.
