COUNCIL MEETING
March 10, 1964
The City Council met in regular session March 10, 1964, with all members
present: Mayor Hall, Alderman Jack Parker, Carl Ward, R. D. Onstot, C. T.
Shields and Taylor Hickman. Atty. John Gay, City Administrator, Jack
Whitt and City Secretary Ondida Gallagher.
The meeting was called to order by Mayor Hall. The minutes of the last
regular meeting of February 11, 1964 were read and approved as read. The
bills for the month were read and approved to be paid on a motion made
by R. D. Onstot and second by Taylor Hickman. Motion carried.
Mayor Hall appointed T. S. Beene as Election Judge for the City Election
on April 7th, 1964, A. L. Whorton Assistant Judge with Clerks Mrs . Jack
Bostic, Mrs . R. V. Groves and Mrs . Edith Barber, to elect a Mayor and
two Aldermen.
Mayor Hall turned the meeting over to Mayor Pro-Tem Jack Parker to ex-
amine the candidates for Mayor and Aldermen. Atty John Gay told the
candidates for Alderman they would have to have lived in the State for
one year and the City of Wylie for a period of six months. The follow-
ing were the results and places drawn. They all qualified.
Place 1 Pat Unstot, Motion was made by Taylor Hickman and second by
C. T. Shields . Unanimous ayes with Pat Onstot abstaining.
Place 2 Curtis Hale, ihotion by Taylor hickman and second by Carl Ward.
Unanimous ayes .
Place 3 C. B. Martin, Motion made by Carl Ward and second by C. T. Shields
Unanimous ayes .
Place 4 Joe Doothitt, Motion made by Carl Ward and second by C. T. Shields .
Unanimous ayes .
Place 5 Melvin K. St. John, Motion lade by Carl Ward and second by C. T.
Shields . Unanimous ayes .
Atty . John Gay stated the Mayor should have lived in the City and State
for one year. H. J. Hall qualified to run for the office of Mayor motion
was made by Pat Onstot and second by Carl Ward. Unanimous ayes .
Dr. A. E. Vita asked to withdraw his name from the list of Candidates
for : ayor since he had not lived in the City of Wylie one year.
Yr. & Mrs. T . W. Bozman and son Larry, with a party of four boys met with
Council in reference to a ticket given by Chief Hart, on loud mufflers .
The Mayor asked for a letter from Mr. Bozman signed by he and Larry,
stating their case. A letter from R. C. Dodd was read by the Mayor thank-
ing the City for their Police Escort into .acKinney for their basket ball
game on February 25th.
In reference to requests by L. E. Ellenburg & W. T. Taylor on garbage fee,
on a motion made by Taylor Hickman and second by Jack Parker, that all
citizens in the City limits pay the garbage fee. Motion carried.
Notice of a Public Hearing to be held. Friday, March 27, 1964 at 7:00
P. M. at the City Hall, in reference to an application made by Melvin K.
St. John, to change the zoning ordinance on Lot 31, Blk 3, in the Brown
and Burns Addition, from Single Family residential to Multiple family
residential.
A Street program was presented to the Council, after a lengthy discussion
Council agreed on the S50,000.00-- 15 years, 1/3 Tax Pai . ' cipation
General Obligation Bonds and 1/3 each side of Street.
No futher business the meeting adjourned.
