SPECIAL MEETING OF CITY COUNCIL
February 2., 1965 7:00 PM City Hall
Consent to called meeting for the purpose of studying and considering
- preliminary action to be taken in reference to failure of the 15" main
sewer outfall line to the disposal plant was signed by Mayor and all
Councilmen present and Official Seal of the City of Wylie affixed there-
to per the attest of J. H. Whitt, City Administrator, for Oneida Gallagher
City Secretary.
Meting was called to order by Mayor 0. W. Hampton. Noted as present
were Councilen R. D. Onstot, J. T. Hickman, C. -T. Shields, M. K. St.John,
and Carl Ward. City Administrator J. H., Whitt .
Opening remarks by Mayor Hampton in reference to failure of the 15"
main sewer outfall line to. the disposal line who in turn ask City Adm.
to explain difficulties involved. = City Administrator ;explained in detail
as outlined in letter attached to these minutes what was actually involved,
After question and answer period motion was made by Councilman Shields,
seconded by Councilman St. John that a Board of Inquiry of the following
be appointed officially:: - -
A. D. Boyd
W. W. Housewright
Ed Collins
Roddy Groves
R. D. Onstot. .
and they be empowered to act as a study group to investigate, in behalf
of and for the City of Wylie, the failure of the line and officially
invite anyone to testify before the board they deem necessary. On com-
pletion of inquiry written report to be submitted to the Mayor and City
Council for further action. On the question: - All Ayes .
In addition the City. Administrator is to check with State HealthDepart-
ment, F. H. A. , and Community Facilities Administration for possible
financial aid on behalf of the government, State and Federal .
Motion to adjourn at 7 ::50 P M by Councilman St. John and seconded by
Councilman Onstot.

CITY OF WYLIE
x.now all men by these presents: That I , O. W. Hampton,
Mayor of Wylie, Collin County, Texas, do, in conformance
with the concurrence of the City Concil of the City of
Wylie, Texas, and the laws of the State of Texas, hereby,
on behalf, and in the name of the City of Wylie, Collin
County, Texas, appoint the following Citizens to a Board
of Inquiry:
A. D. Boyd
W. W. Fiousewright
Ed Collins
Roddy Groves
D. Onstot
This Board of Inquiry is hereby empowered to act in and
for the City Of Wylie as a study group to investigate,
invite anyone to give testimony, and make a due return
in writing addressed to the Mayor and City Council, City
of Wylie, Wylie, Texas, the results of their inquiry in
reference to failure of the 15" main sewer outfall line
to the Sewage Disposal Plant.
On completion of inquiry and written answer as directed
this Board of Inquiry will be discharged by Official
Letter.
In testimony whereof, I have hereunto subscribed my name,
and caused the Corporate Seal of said City of Wylie, Texas,
to be affixed this the 2nd day of Fe. .uary 19 , A.D.

CITY ATTORNEY TEXAS IN A SOUTHERLY TH it,Rl•TY AND EASTERLY DIRECTION; AND

W.A.ALLEN WHEREAS, THE CITY LIMITS OF THE CITY OF WYLIE IS LOCATED
FIRE MARSHALL AT KIRBY ROAD AND FM 544; AND
GLENN DAMEL
WHEREAS, JURISDICTION OF TRAFIC CONTROL BY THE POLICE
DEPARTMENT OF THE CITY OF WYLIE PASSES AT THIS CITY
LIMIT; AND
WHEREAS, MANY OF THE CITIZENS ALONG THIS ROAD OUTSIDE
THE CITY LIMITS HAVE WITNESSED AND BEARD ROARING ENGINES
IN SPEED COMPETITION TO THEIR FEAR FOR THEIR SAFETY, THE
SAFETY OF THEIR FELLOW MAN, AND THEIR PROPERTY; AND
WHEREAS, THESE SAME CITIZENS OF OUR COUNTY AND NEIGHBORS
TO THE CITY OF WYLIE HAVE REQUESTED ASSISTANCE FROM THE
CITY OF WYLIE FOR AID IN THE CURTAILMENT OF THE SPORT OF
RACING ON FM 544; AND
WHEREAS, THE CITY COUNCIL OF THE CITY OF WYLIE, TEXAS,
HET IN REGULAR SESSION AT THE CITY HALL ON JANUARY 12,
1965, AND DID READ OF THE PLIGHT OF THESE CITIZENS AND
WERE SYMPATHETIC TO THEIR REQUEST FOR AID;
NOW THEREFORE, BE IT RESOLVED THAT THE MAYOR AND THE CITY
COUNCIL OF THE CITY OF WYLIE UNANAMOUSLY DOES ACTIVATE,
INSTITUTE .AND BY THIS RESOLUTION EXHIBIT AN INTEREST ON
BEHALF OF THE CITIZENRY OF WYLIE, TEXAS, AND THEIR NEIGH-
BORS ON FM 544 OUTSIDE THE LIMITS OF THIS MUNICIPALITY
IN CAUSING RELIEF FROM THIS UNLAWFUL DRIVER CONDUCT ON
A PUBLIC ROAD, AND FURTHER
THAT THE COUNTY JUDGE AND COMMISSIONERS COURT OF COLLIN
COUNTY ALONG WITH THE TEXAS DEPARTMENT OF PUBLIC SAFETY
BE AND IS HEREBY NOTIFIED OF THIS UNLAWFUL PRACTICE AND
THAT ASSISTANCE AND CONSIDERATION BE GIVEN AS SOON AS
PRACTICAL TO THE ALLEVIATION OF THE ACTS COMMITTED AND
THE PROSECUTION OF THE GUILTY UND ,r' THE LAW.
