04-08-1969 (City Council) Minutes REGULAR CITY COUNCIL MEETING April 8, 1969 The City Council met in regular session, April 8, 1969 at 7:00 P. M. Present: Mayor Hall, Aldermen; Tibbals, Mauk, Martin. City Manager Jack H. Whitt. City Atty. John Gay and City Secy. Oneida Gallagher. The meeting w,s called to order by Mayor Hall. Minutes of the last regular meeting of March 11, 1969 were read and approved as read on motion by Alderman Mauk and seconded by Alderman Martin. Motion carried. The City Election Canvass was held. There came on to be considered the returns of election held on April 5, 1969, for the purpose of electing the hereinto named officials and its appearing from said returns duly and legally made, that there were cast at said election 1234 valid and legal votes, that each of the Candidates in said election received the following votes . Aldermen for 2 Years Alderman for 1 Year R. R. Kreymer 171. Charles P. Elledge 176 K. A. Mauk 312 Don R. Thomas 184 William E. Martin 204 John T. Addicks 181.E Alderman Tibbals introduced a resolution and order and moved its adoption. Motion was seconded by Alderman Martin and carrying with it the adoption of the Resolution and Order prevailed by the following votes: ""Ayes"' Aldermen Tibbals, Mauk and Martin and None voted "NO" . THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WYLIE TEXAS That said election was dul;;, called; that notice of said election was given in accordance with law, and that; William E. Martin, Don R. Thomas and John T. Addicks were duly elected Aldermen for said City at said election and aboue named parties are hereby declared duly elected, subject to the taking of their Oaths and filing Bond as provided by the laws of the State of Texas . Passed, APPROVED AND ADOPTED T IS THE 5th day of April 1969. City Atty. John Gay, administered the Oath of Office to, William E. Martin, Don R. Thomas and John T. Addicks for Aldermen. ORDINANCE # 69- An Ordinance eclaring results of election for local sales and use tax ordering that said tax be imposed, instructing City Secretary to forward certified copy of this ordinance and map to comptroller public accounts, and suspending rules requiring ordinance to be read upon three separate days . Motion: by Alderman Tibbals and seconded by Alderman Martin. Unanimous Ayes . Return of an Election held on April 5, 1969, upon the questic of the adoption of a local sales and use tax for the benefit of said City .., in accordance with the provisions of House Bill No. 207, 60th Legislature, Regular Session, 1967, R turns were duly and legally made and there were cast at said election 317 votes, of which 202 votes were cast "FOR" adoption of a one per cent (1%) local sales and use tax within the City, and 115 votes were cast "AGAINST" adoption of a one per cent (t%) local sales and use tax within City and said question or proposition having been approved by 87 votes. 170 Minutes of Regular Council Meeting of April Continued PASSED, APPROVED, AND ADOPTED this the 5th day of April, 1969 Bills were read approved to be paid on motion by Alderman Martin and seconded by Alderman Mauk. Motion carried. APPOINTMENTS: Mayor Hall appointed five (5) members on the Library Board with the advise and consent of the City Council. For a 2 Year term: Mrs. Jaunita Nichols, Mrs. Jan Collins and Mrs. Gladys Hampton. For a 1 Year term: Mrs. Peggy Sewell and Mrs Rita Smith. Motion by Alderman Mauk and seconded by Alderman Martin. Unanimous Ayes. C. Truett Smith for the unexpired term on the Planning and Zoning Commission after the resignation of Don R. Thomas to serve on the City Council. Motion by Alderman Martin and seconded by Alderman Mauk. Unanimous Ayes. Motion to adjourn by Alderman Mauk and seconded by Alderman Martin. Motion carried. Mayor City Secretary
