CALL TO ORDER- (City Council)
Announce the presence of a Quorum.
Mayor Hogue called the meeting to order at 7:35 p.m. with the following Wylie City Council
members present: Mayor Pro Tern M. G. "Red" Byboth, Councilwoman Kathy Spillyards,
Councilman David Goss, Councilman Rick White, Councilman Carter Porter, and Councilman
Bennie Jones.
Wylie Planning Commission members present were: Dennis Larson, Phillip Johnson, Willie
Osborne, Ramona Kopchenko, John Manganilla, and Ruthie Wright.
Staff present were: City Manager, Mindy Manson; Assistant City Manager, Jeff Butters;
Planning Director, Renae' 011ie; Public Assistant Planner, Jasen Haskin; Senior Planner,
Charles Lee; , Police Chief, John Duscio; City Secretary, Carole Ehrlich, and Planning
Administrative Assistant, Mary Bradley.
INVOCATION & PLEDGE OF ALLEGIANCE
Councilman Goss gave the invocation and Councilmember Porter led the Pledge of Allegiance.
Joint Work Session (Planning & Zoning Commission and City Council)
• Hold a Joint Work Session with the Planning and Zoning Commission to discuss
and provide direction regarding amendments to Zoning Ordinance No. 2001-48
and to the Official Zoning Map, as it relates to the proposed addition of Section
6.4 and the creation of the South Ballard Overlay, including district boundaries
and design standards and Article 5 as it relates to allowed Uses. Generally
bounded by Stone Road on the south, Butler Street on the north. ZC2009-01 (R.

Planning Director Renae' 011ie addressed Council stating that staff is seeking direction on the
process to move forward with adopting an ordinance to create the South Ballard Overlay
District. This overlay allows the city to create, in the South Ballard area, a place that will be
economically and geographically viable while also retaining the rich history, community values,
and citizen friendly atmosphere that embodies Wylie. Ms. 011ie reported that at the May 26,
2009 meeting, Council requested a joint work session with the Planning and Zoning
Commission to further discuss the intent of the Overlay District, including the design regulations
and boundaries.
She explained that the proposed SBO boundary, as previously presented, was divided into two
separate distinct areas. A Commercial Boundary consisting of those lots fronting Ballard
including lots south of Butler and north of College Street, and a Residential Boundary consisting
of lots along Jackson, east of Birmingham, north of Stone and south of College Street. Several
visuals of architectural building designs and lot frontage were displayed to better show the
concept of how the proposed SBO could develop. The area is currently a mix of zoning
consisting of Commercial, Single Family, and Multi-Family uses.
Planning Director 011ie explained that in order to facilitate these types of developments, a Form-
Based approach to zoning would best serve the area. Form-Based zoning involves focusing on
place making, where not only the form of the building is important but so is the form of the areas
surrounding the buildings. By concentrating on place making, Form-Based zoning adds another
element by shaping the spaces around the buildings to create a unique sustainable area that
features a pedestrian intense, shopping and living environment with a larger mix of uses within
one district.
City Manager Mindy Manson suggested that the parcels located on east of Ballard over to First
Street be included in the boundary of the Overlay.
Council Direction
Direction from the Wylie City Council members, and Planning and Zoning Commission after
some discussion included:
Research the Ballard Overlay to include property boundaries on South Ballard from Highway 78
to Stone and west to Birmingham.
Include parcels located on the east side of Ballard over to First Street to be included in the
boundary of the Overlay
Research a minimum of 6,000 square feet lot size as it relates to the intent of the ordinance
Research forms of transportation for pedestrians crossing S.H. 78 from the Downtown Historic
District to the South Ballard Overlay.
Research the possibility of a Victorian architectural style, allowing for more possibilities and a
longer time period
ADJOURNMENT PLANNING & ZONING COMMISSION
With no further business before the Wylie Planning and Zoning Commission, chair Phillip
Johnson adjourned the Planning and Zoning Commission at 8:59 p.m.

WORK SESSION — CITY COUNCIL
• Discussion and direction regarding amendments to the City of Wylie Sign
Ordinance and the City of Wylie Kiosk Program. (M. McAnnally, Building Official
and R. 011ie, Planning Director)
Building Official Mike McAnnally addressed Council stating that staff was recommending a new
sign ordinance that would better address certain types of signs and provide businesses with a
"business friendly" environment in regards to business signs. He provided a hand out of items
staff was recommending for change within the current ordinance. He noted that the best way to
revise the sign regulations was to repeal the current ordinance and adopt a new ordinance with
these recommendations within. He reported that he was also recommending the extraction of
Section 9 item E (kiosk) signs from the proposed version of this sign ordinance. "Our kiosk
program is basically a variation of contract specific requirements and is not conducive for
administration under the normal sign permit and enforcement regulations embodied in our sign
ordinance."
He reviewed with council each section with proposed changes to the exitsing ordinance and
asked for direction from council for future inclusions on an agenda for consideration and
possible approval.
Council Direction
Direction from the Wylie City Council after some discussion on the recommendations included:
"" ` Request staff to research more frequent message changes on changeable message signs from
other jurisdictions; while maintaining traffic safety.
Request staff to research the legal feasibility of allowing a total of 3 flags for commercial
locations; can the City limit display of flags to one United States flag with two separate flags of
either the state of Texas, County, City of Wylie or a recognized corporate flags displayed?
RECONVENE INTO REGULAR SESSION
Take any action as a result from Work Session.
Mayor Hogue re-convened into Regular Session at 10:08 p.m.
ADJOURNMENT
With no other business before the Wylie City Council, a motion was made by Councilman Goss,
seconded by Councilman Jones to adjourn the meeting at 10:09 p.m. A vote was taken and the
motion passed 7-0. ,
