February 10, 1970
Tem Tibbals
The City Council met in regular session February 10, 1970 at 730 P.M.
Present: Mayor xt i . Aldermen, Addicks, Martin, Thomas and Mauk, Wity
Atty. John Gay, City Manager Mathis, Water Supt. W. A. Allen and City
Secy. Oneida Gallagher. With Mayor Hall absent.
The meeting was called to order by Mayor Pro-Tem Tibbals . Minutes of
the last regular meeting of January 13, 1970, Special meeting of January
20, 1970, January 26, 1970 ,:and also February 2, 1970 were read and approved
as read on motion by Alderman Thomas and seconded by Alderman Addicks .
Motion carried.
Mr. Wilber Smith, with Darr Equipment Co. met with Council in reference
to lease purchase for a new Caterpiller 941 Traxcavator, at the price of
$17,907.20, with six momths warranty to be paid monthly starting in March
1970.Motion to purchase Caterpillar by Alderman Addicks and seconded by
Alderman Martin. Unanimous Ayes.
Don Eubanks with Texas Water Quality Control met with Council in reference
to the City Sewer System. The necessary changes to bring plan and grounds
up to date were discussed.
Bob Hogan, Frank Razier and Dick Philps With Henningson, Durham andRichardson
Consultant Engineers, met with Council and discussed the problem of the
existimg sewer plant and grounds and flooding conditions. Mr. Hogan was
to be back with Council with his recommendations.
Frank Medanich, Fiscal Agent with the First Southwest Company met with
Council in reference to Bonds for the Water and Sewer Fund.
Motion by Alderman Thomas and seconded by Alderman Mauk to pay Harold
Montgomery $50.00 per month on contract for Laboratory work for Water
and Sewer Department.
Re-April 4th 1970 City Officers ' Election, motion by Alderman Mauk and
seconded by Alderman Addicks for Mayor Pro Tem Tibbals to call an Elec-
tion to elect (1) Mayor and (2( Aldermen for (2) year term. He appointed
A. D. Boyd Election Judge and ask that he select the alternate Judge
and Clerks. Motion carried.
Motion by Alderman Thomas and seconded by Alderman Addicks to accept the
appointment of Mrs . John L. Bostic on the Planning and Zoning Board to
fill the unexpired term of R. D. Onstot, who resigned.
Recommendations was read by Mayor Pro-Tem Tibbals from the Planning and
Zoning Board in reference to re-zoning land for Mobil Homes 1'ark. The
board suggested Council consider redrafting of existing Ordinance and
update same and they would re-consider applications.
South First Street was discussed and was to be checked for Streets, Water
and Sewer to come up to the new Sub-Division Ordinance.
Bills were read and approved to be paid on motion by alderman Mauk and
seconded by Alderman Thomas . Motion carried.
A Metal Building was discussed by Council for a Municipal Shop. They
decided to check prices before accepting bids.

Minutes of February 10, 1970 Continued.
Mayor Pro-Tem Tibbals called a special meeting for February 12, 1970
at 7:30 PM for the purpose of further discussion by City Engineers.
On motion by Alderman Addicks and seconded by Alderman Thomas thr City
Council decided to enter into an agreement for 40 acres of land South
of Wylie, subject to State approval for Sanitary Landfill. The price
at $30,000.00, 20% down and balance payment in 10 equal Annual Payments
plus 7% interest per annum. Motion carried.

CITY COUNCIL SPECIAL MEETING
February 12, 1970
The City Council met in special called meeting February 12, 1970,
at 7:30 P. M.for the purpose of further discussion by City Engineers .
Present; Mayor Pro-Tem Tibbals; Aldermen Martin, Addicks, Thomas and
Msuk; City manager Mathis, Water Supt. W. A. Allen and City Secy.
Oneida Gallagher, with Mayor Hall absent.
Bob Hogan with nenningson, Durham and Richardson Consultant Engineers
met with Council to further discuss the Sanitary Sewerage System
Improvements. Mr. Hogan explained an agreement for Engineering
Services for the needs for Wylie. After a lengthy discussion the
Council will further discuss this matter at the next regular meeting.
