REGULAR CITY COUNCIL MEETING
March 10, 1970
The City Council met in regular session March 10, 1970 at 7:30 PM.
Present: Mayor Hall; Alderman; Tibbals, Addicks, Martin, Thomas and
Mauk. City Atty. John Gay, City Manager Mathis . City Secy. Gallagher.
The meetin was called to order by Mayor Hall . The minutes of the last
regular meeting of February 10, 1970 and also meeting of February 12,
1970 were read and approved as read on motion by alderman Tibbals and
seconded by alderman Mauk. otion carried.
Mayor Hall presented the Auxiliary Police with Certificate of Apprceiat-
ion for their service with the Police Department.
Mayor Hall certified the candidates for Mayor and Aldermen. On question
if all had lived in State for one year and City for six months; All
qualified. On motion by alderman Mauk and seconded by alderman Thomas
places on the Ballot were drawn by two(2) candidates for Mayor and four
(4) for Aldermen.

Annexation: Council on motion by alderman Thomas and seconded by alderman
Tibbals to order a public hearingto be held March 30, 1970 at City Hall
on the Annexation of East HWY 5) )1 and Old HWY 78 South for 2 Mile.
Motion carried. Motion by alderman Addicks and seconded by alderman Mauk
to order a public hearing to be held at City Hall March 30, 1970 on the
Annexation of 26.33 acres owned by Peerless Mfg. Co. to the City of Wylie,
Texas. Motion carried.
Mr. Southland met with Council in ref. to building on S. 1st. Street. He
wants to build a model home. After much discussion Council would allow
him to go to South drainage ditch with all utilities and paving before
he gets a building permit.
Metal building was discussed and motion by Alderman Addicks and seconded
by alderman Thomas to accept bid from Stover Steel Structuresm Inc.
Price $5,362.36, alternate proposal to insulate roof with 1" fiberglass
insulation. Add $187.20 to total price. Motion carried.
Motion by alderman Tibbals and seconded by alderman Martin to buy the 40
acre tract of land for Sanitary Landfill South of Wylie at a cost of
$30,000, 2 down and balance in 10 equal annual payments plus 7%
interest per annum.
Frank Razier with H.D and R. Consultant Engineers met with Council in
reference to Sanitary Sewer Improvements . He presented a proposal and
agreement to make a survay of present sewer system and improvements that
will be needed. Motion by alderman Tibbals and seconded by Alderman Mauk
to accept their proposal with total maximum amount not to exceed $3,000.00.
Motion carried.

Minutes of March 10, 1970 Continued;
Motion by alderman Addicks and seconded by Alderman Thomas to charge
$1.50 per cubic yard for all commercial haulers to City Sanitary
Landfill. Motion carried.
On motion by alderman Martin and seconded by alderman Thomas for the
City Office to send letters on all delinquent Taxes that owes taxes
four ( ) years or more. Then one month later turn them over to our
Attorney. Motion carried.
Drainage on S. Ballard was discussed. The Council ask City Manager
to check cost for pipe and report back to Council.
Chief of Police Cutchins met with Council to ask that the Auxiliary
Police to be able to carry fire arms on duty with regular officers
present at all times . Motion by alderman Addicks and seconded by
alderman Tibbals to allow his request. Motion carried.

SPECIAL COUNCIL MEETING
The City Council met in Special Session, March 23, 1970 at 7:30 PM.
with Planning and Zoning Board to hold a Preliminary meeting to
discuss Ordinance for the Zoning of Mobil Home Parks.
Present; Mayor Hall; Aldermen Thomas, Addicks, Mauk and Martin.
City Manager Mati.is. Zoning Board present: Mrs. John L. Bostic,
Truett smith, C. B. Martin and Charles Taylor.
After a lengthy discussion no dicision was made.
