February 9, 1971
The City Council met in regular session, February 9, 1971, in City Hall
- at 7:30 PM. Present: Mayor Hackler; Aldermen; Martin, Dodd, Addicks
Thomas and Mauk; City Atty. Baker; City Mgr. Tiathis; Water Supt. Allen
and City Secy. 0. Gallagher.
The meeting was called to order by Mayor Hackler. The minutes of January
12, 1971 and January 26, 1971 were approved on motion by Alderman Addicks
and seconded by Alderman Martin. Motion carried.
Consideration of sewage on North Ballard. Council ask Mr. Kreymer for a
three (3) year temporary easement, subject to the approval of easement to
cross Catholic Property. Motion by Alderman Dodd and seconded by Alderman
Thomas . All Ayes.
Frank Medinach, with First Southwest Company met with Council to discuss
the City Bond Program. After discussion motion by Ald. Addicks and sec.
by Ald. Thomas to go the $300,000 issue for twenty five (25) years.
Unanimous Ayes.
Council on motion by alderman Addicks and seconded by Alderman Thomas to
cancel taxes with Tax Statements made in error, on recommendation by City
Atty. Baker. Motion carried.
Report on City Limits. Motion by Aid. Addicks and seoncded by Ald. Mauk
to draft an Ordinance to this effect, # 71-3. Motion carried.
-- Council discussed location of Petroleum Product Line. Council ask that
Petroleum Pipeline Company be notified to appear before the Council at
next regular meeting of February 23, 1971.
Sewer service to L . Bozman outside City Limits . Council ask that Mayor
Heckler talk to Mr. Bozman and ask that he come into City Limits. This
was tabled until next Council meeting.
Council voted unanimous consent to put Wylie Pirates on two sides of
Water Tower.
Bids on 1967 Chevrolet Police Car. Charles Ellis, Rockwall, Texas bid
$200.00 and W. A. Allen Bid $225.00. Car was sold on motion by Alderman
Addicks and seconded by Alderman Mauk to W. A. Allen. All Ayes.
Street sweeper was discussed. Motion by Ald. Addicks and seconded by
Alderman Thomas to buy a Mobil Sweeper from Martin Equipment Company
for $17,350.00 less trade-in of $1,750.00 for a difference of $15,600.00.
Bought on lease purchase for 36 months at 6% interest. All Ayes .
January bills were read discussed and approved to be paid on motion by
Alderman Addicks and seconded by Alderman Mauk. Motion carried.
Motion by Alderman Thomas and seconded by Alderman Martin to grant B. B.
Nelson with HI-Way Wrecking, a two (2) year contract for City wrecking
service . Ail Ayes.
Proclamation was read by iviayor Heckler, proclaiming the weex or February
7, 1971, to be designated as "Respect for Law Week" in City of Wylie.

Re-April 3, 1971 City Officer' s Election. Motion by Alderman Thomas and
seconded by Alderman Martin for Mayor Hackler to call an Election to elect
three (3) Aldermen for a two (2) year term. Mayor Hackler appointed A. D.
Boyd, Election Judge and ask that he select the Alternate Judge and
Clerks . All Ayes.
Utility Water Rates for Mobil Homes and Apartvents was discussed. The
Council instructed an Ordinance -l. i- be drawn to this effect.
Ordinance # 714 an Ordinance establishing certain boundry lines between
Wylie and Neighbouring Cities; Authorizing the Mayor to contact said
Cities ; providing for the effective date of said Ordinance.
Personnel: Chief of Police . Applications were read and discussed.
Council will meet on Monday at 7:30 PM at City Hall to discuss the hiring
of a new Chief of Police.
Motion to adjourn by Ald. Thomas and seconded by Ald. Mauk. All Ayes.

SPECIAL CITY COUNCIL MEETING
February 15, 1971
City Council met in Special Session February 15, 1971, in City Hall at
7:30 PM. for the purpose of hiring a Police Chief. 'resent; Mayor Hackler;
Aldermen; Mauk, Martin, Addicks, Thomas and Dodd. City Mgr. Mathis.
Council interviewed Carl Blanks, Jimmy Walters and dames Wilson. Council
instructed Mr. Mathis to check their previous records as policemen.
