REGULAR CITY COUNCIL MEETING
APRIL 13, 1971
The City Council met in regular session April 13, 1971 in City Hall
at 7:30 P.M. Present: Mayor Protem Martin; Aldermen: Dodd, Addicks,
Thomas and Mauk. City Manager Mathis, Water Supt. Allen, City Secy.
Gallagher. Mayor Heckler and City Atty. Baker absent.
The meeting was called to order by Mayor Protem Martin.
First on the agenda was to open bids from 16 firms on New Sewer Imp-
rovements . Alderman Martin turned the bids over to Frank Razor with
H1Y R for their recommendations . Motion by Alderman Addicks and
seconded by Alderman Mauk to accept their recommendations to let the
bid. All Ayes.
Bill Waits met with Council to ask approval of Lavon Terrace Sub-
division as revised. Motion by Alderman Dodd and seconded by Alder-
man Mauk to accept the revised subdivision. All Ayes.
Water service South of Wylie on old HWJY 78 was discussed. Council
ask for more time to consider the matter.
Bids on sanitary truck chassis were opened by Alderman Martin. On
motion by Alderman Thomas and seconded by Alderman Dodd to accept the
low bid from Newman Chevrolet, Garland, Texas. Bid 3,981.99. All
Ayes.
Opened bids on paving Valentine Street. The contract was awarded to
Chambers Bros . in the amount of 3,475.00. Contract was given to
Silva Contractors in the amount ofb475.00 on the concrete work.
Motion by Alderman Addicks and seconded by Alderman Mauk. All Ayes .
RESOLUTION FOR SACHSE #100. The City of Wylie does hereby extend its
support in behalf of the position of the Town of Sachse in the District
court against the City of Garland, on motion by Alderman Addicks and
seconded by Alderman Thomas . Unanimous Ayes .
Annexation heraring request was voided due to improper description.
Pure Air Ordinance #1171was passed for the City of Wylie, on motion
by Alderman Thomas and seconded by Alderman Addicks. All Ayes .
Rusty water was discussed on 1st and Hilltop Streets . Motion by
Alderman Addicks and seconded by Alderman Dodd to make a loop be-
tween 4th St. and Park Lane to take care of the water flow. All Ayes.
Motion by Alderman Thomas and seconded by Alderman Mauk to pay monthly
expenditures for the month of March. Motion carried.
Motion by Alderman Mauk and seconded by Alderman Thomas to pay our
Engineers, HD & R for their work on our New Sewer System Improvements
Program. All Ayes.

Abandoned cars were discussed. Council approved some chang^s
in our abandoned car ordinance . An amended ordinance would be
written.
Building of a dog pound was discussed and tabled until Council
could check further on cost and help.
Council approved minutes of the Regular meetings of March 9, 1971
and also March 23, 1971 on motion by Alderman Dodd and seconded by
Alderman Thomas . Motion carried.
The Election Canvass was held. There came on to be considered the
returns of the election held on April 3, 1971, for the prupose of
electing the hereinto named officials and its appearing from said
returns duly and legally made, that there were cast at said election
241 valid and legal votes, that each Candidate in said election
received the following votes :
Bill J. Davis 202 Stan Bartell 149
Don. R. Thomas 159 William Martin 7
John T. Addicks 151 James Carroll 2
THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WYLIE, TEXAS
That election was duly called that notice of said election was given
in accordance with the law, and that, Bill J. Davis, John T. Addicks
and Donald R. Thomas were duly elected Aldermen for the City of Wylie,
Texas . Mayor Protem Martin gave the Oath of Office to Bill J. Davis,
John T. Addicks and Donald R. Thomas for Aldermen.
PASSED, APPROVED AND ADOPTED TEL' T E 13th DAY OF APRIL 1971.
Motion by Alderman Mauk and seconded by Alderman Thomas to elect
Alderman Dodd as Mayor Protein. All Ages.
Motion to adjourn at 10:30 P.M. by Alderman Thomas and seconded by
Alderman Mauk. Motion carried.
