SPECIAL CITY COUNCIL MEETING
SEPTEMBER 20, 1971
The City Council met in special called meeting in City Hall at 7 :30PM.
September 20, 1971.
Present Mayor Hackler; Alderman: Davis, Thomas, Addicks, Mauk and Dodd.
City Manager Mathis and LCity Water Supt. W. A. Allen.
The meeting was called in reference to Sewer line on South First Street.
Motion by Alderman Addicks and seconded by Alderman Mauk to allow
$20.00 per house to raide the foundation to a height sufficient to use
the present sewer line.
Chief Blanks presented the work schedule he will use when the fourth
man is employed for the Police Dept.

Those present were all five City Council members and Mayor Hackler.
Meeting was called to order by Mayor Hackler. Discussion was held
pretainging to a complaint made by Officer Robertson in the form of
a letter to Chief Blanks involving Councilmen Don Thomas.
Mayor Hackler read the letter to all councilmen and then asked for
Mr. Thomases comments.
Mr. Thomas denied the accusations made in the letter but admitted
that he was wrong in some instances. The final decision was made
and approved by the Council that all complaints made by Council
pretaining to Police activities would in the future be channeled
through Mr. Mathis, City Manager.
All Councilmen were in favor of being kept informed about all
personnel changes in the Police Department.
Councilmen stated that more study should be given to Police work
schedule.
