REGULAR CITY COUNCIL MEETING
MARCH 14, 1972
The City Council met in regular session, March 14, 1972, in City Hall at
7:30 PM. The meeting was called to order by Mayor Hackler. Present:
Mayor Hackler, Aldermen: Addicks, Dodd, Thomas, Mauk, and Davis. City
Atty. Baker, Water Supt. Allen, Chief of Police Blanks. With City
Secretary Gallagher absent.
Motion by Ald. Thomas and seconded by Ald. Dodd to take under consideration
proposal by L. J. White and Lawyer Bergman to operate and have equal
wrecker service in City of Wylie with other benefits; and under advise-
ment of City Atty. Baker. Unanimous Ayes.
Motion by Ald. Davis and seconded by Ald. Mauk to approve the resub-
mittal of the 3rd Installment of (Holiday Terrace) Parkway Properties
by Mr. Phillips. Uninamous Ayes.
Santa Fe Railway Crossing was discussed and tabled until a more thorough
study could be made traffic wise as to dead end street.
Discussion on sewage being discharged into City main by Supt. Allen from
Stovall Tallow Co. Plant. Reports on strength of sewage by Harold
Montgomery had been presented to Bobby Scalf of HD&R. Industrial
W;Ist= Ordinance No. 70-15 and 71-13 does permit a surcharge to be added
for additional BOD discharge to the City Waste Water Plant. The additional
surcharge had been presented to Mr. Bandfield of Stovall Tallow Co.
Bob Roberts with General Telephone Co. explained the expansion of the
phone service of the Five Volunteer Firemen. Could be increased to
ten phones. Phone rates to be presented at next meeting.
Motion by Ald. Addicks and seconded by Ald. Dodd that all Metal Bldgs.
to be erected on Commercial Property must be presented with, picture
of bldg. before City Council for their approval, either permanant or on
a six months temporary basis. Unanimous Ayes.
Motion by Ald. Dodd seconded by Ald. Thomas to approve sub-Division
Plat presented by Mrs. Stanley of the Leon Christopher Farm. East of
Wylie, that lays within the five mile radius for Ranchettes with Sam
Self as builder. Unanimous Ayes.
Motion by Ald. Addicks seconded by Ald. Mauk to approve monthly
expenditures for February. Unanimous Ayes.
Motion by Ald. Addicks seconded by Ald. Mauk to approve minutes for
February meetings. Unanimous Ayes.
Motion by Ald. Dodd seconded by Ald. Davis to have City Engineers
HD&R to make a preliminary study of the water pumpage of the City of
Wylie, and report back to the City Council.
Frank Razor with HD&R, City Engineers, met with Council to present final
steps on Phase II of the Sanitary Improvements, I, securing signatures
on all easements, start condemnations procedures, Two, Council approval
of priority lines as submitted on cost basis, where by declaring some
lines on an alternate bid basis. Mr. Razor also reported good progress
on up-dating of city maps.

Motion by Ald. Addicks seconded by Ald. Dodd there be no sewer tap
charge for reconnecting House sewer laterials from the old sewer mains
onto the new mains. Those within the City limits on septic tanks,
where the City does not have to secure an easement must pay a sewer tap
charge. Those on septic tanks inside city limits and on whose property
an easement is to be secured, shall be connected without a sewer tap
charge. Sewer tap charges to be made according to the number of family
units on each lot.
Residents living outside City Limits are requested to be annexed into
City Limits before they can be connected to city mains.
Motion to adjourn by Aid. Mauk seconded by Ald. Addicks. All Ayes.
