06-13-1972 (City Council) Minutes ("- J.) REGULAR CITY COUNCIL MEETING JUNE 13, 1972 — The City Council met in regular session June 13, 1972, in City Hall at 7:30 PM. Meeting was called to order by Mayor Hackler. Present: Mayor Hackler, Aldermen: Dodd, Addicks, Thomas, Christopher, and Davis. City Mgr. Woodard, Water Supt. Allen, Chief of Police Blanks and City Atty. Dillard. City Secy. Oneida Gallagher. The minutes of the May meetings were approved on a motion by Ald. Thomas and seconded by Ald. Addicks. Motion carried. Motion by Ald. Dodd and seconded by Ald. Thomas to approve the expenditures for the month of May. All Ayes. Mr. Williamson with Lone Star Gas Co. met with the Council concerning a rate increase of 2.44%. Motion by Ald. Dodd seconded by Ald. Addicks to refer increase to Texas Municipal League engineering firm for review and comment. Engineering fee to be $193.50, city' s pro-rata share. Motion by Ald. Thomas seconded by Ald. Addicks to pass resolution asking for Railroad Commission investigation of Lone Star Gas Increase to City of Lewisville. Unanimous Ayes. Council on motion by Ald. Thomas and seconded by Ald. Addicks to run a test extension water line of PVC for Mr. Rushin to their property N. East of 5th Street. City to do the work on a share basis after the first 100 ft. All Ayes. Paving on 5th St. for Vic Poole tabled. Only one bid was received on Police car. Was sold to City of Crandall for $326.00. On motion by Ald. Addicks and seconded by Ald. Thomas. All Ayes. Dan Smith with Electro Ext. and Kenneth Nall with Johnston Inc. met with Council in reference to Sanitary Landfill after a lengthy discussion. Council on motion by Aid. Davis and seconded by Ald. Thomas to make a study of their charges and bring it to the next council meeting. All Ayes. Council appointed three council members to the Board of Equalization for 1972 City Taxes. Ald. Dodd, Addicks and Thomas to convene at 6:00 PM on Thurs. July 6th and Monday, July 10th from 6:00 to 10:00 PM. Motion by Ald. Christopher and seconded by Ald. Davis. All Ayes. City Mail delivery was discussed. Motion by Ald. Addicks and seconded by Ald. Christopher to write the Regional Post Master and find out why city could not obtain city mail delivery. Unanimous Ayes. Motion by Aid. Dodd and seconded by Ald. Addicks to amend Ord. # 72-3 to allow residents of the city to haul trash to City Landfill without charge effective immediately. All Ayes. Land Annexation was discussed and council wanted to consider this futher. Frank Razor and Bobby Scalf with H. D. & R. Consultant Engineer for Wylie, met with Council on new Sewer Project. City on motion by Ald. Dodd, and seconded by Aid. Addicks to accept bid on new sewer line from E. L. Dalton, Co. of Dallas in the amount of $270, 209.75. and Also bid of A. E. Mitchell Construction of Dallas on the Sewer System treatment plant in the amount of $223, 200.00. Unanimous Ayes. hk06 PAGE 2 Motion by Ald. Addicks and seconded by Ald. The meeting was called to order by Mayor Hackler, present Mayor Hackler, Aldermen Addicks, Dodd, Thomas, Davis, and Christopher. City Mgr. Woodard, Water Supt. Allen, City Secy. Gallagher. Computer billing was discussed. Council ask to have time to study same and put on agenda July 11, 1972. Randall Cooper met with Council to review Plat for Wylie Industrial Park Area. Motion to accept their plat on motion by Ald. Thomas and seconded by Aid. Dodd. All Ayes. Granted Robert Vega zoning variance to add a room on motion by Ald. Dodd and seconded by Ald. Christopher. All Ayes. Ordinance No. 72-4. An ordinance annexing 11 mile right-of-way of Farm Road 544 in a Southe?T direction. By Ald. Addicks and seconded by Ald. Thomas. All Ayes. Ordinance No. 72-6. An ordinance annexing mile easterly on the old Plano- Millwood Road on motion by Ald. Addicks and seconded by Ald. Thomas. All Ayes. Council voted to amend Ordinance No. 72-3. Solid Waste Ordinance to Ordinance No. 72-7. Motion by Ald. Addicks and seconded by Ald. Thomas. Unanimous Ayes. Status of Component S to NTMWD was discussed and accepted by Council. Motion by Ald. Dodd and seconded by Ald. Christopher to pass a Resolution authorizing participation in Intercity Communication Program. All Ayes. Mutual boundary for St. Paul and Wylie City Limits. Council asked a contra.., to be brought up at next regular council meeting of July 11, 1972, with our lawyer Bob Baker present. Ordinance No. 72 5. Annexing lg mile north and east on Farm Road 2514, Motion by Ald Addicks and Seconded by Ald. Christopher. All Ayes. Page 2 Motion by Ald. Addicks and seconded by Ald. Christopher to amend Social Security Agreement to include part-time employees. Motion carried. Motion by Ald. Addicks and seconded by Ald. Christopher to call a Public Hearing for Annexation of 32 mile east on Plano-Millwood Road and 11 mile east on County Road off of FM 2514. All Ayes. Mayor dec&ared meeting adjourned at 9:45 PM. C. W.
