07-03-1973 (City Council) Minutes 8:,) SPECIAL CITY COUNCIL MEETING JULY 3, 1973 The City Council met in special session July 3, 1973 in City Hall at 7:00 PM -- for the purpose of reviewing city taxes, discuss rates, set dates for public hearings and equalization board meetings. Present Mayor Hackler, Aldermen Dodd, Boyd, Butler, and Christopher; City Manager Woodard, City Secretary Oneida Gallagher and Tax Appraiser Richard Cope with Alderman Thomas absent. Council discussed a public hearing to be held in City Hall on Tuesday and Wednesday, July 17-18, from 9 AM to 4 PM and Equalization Board to meet Thursday and Friday, July 26-27 from 9 AM to 4 PM. Council agreed to try for 50% of assessment and lowering the tax rate from 1.50 per hundred to $1.10 per hundred. Meeting adjourned. C. W. Present Mayor Hackler, Aldermen Dodd, Christopher, Thomas, Boyd, and Butler, City Manager Woodard, Chief of Police Blanks, City Secy. Oneida Gallagher, Firemen Clark and Rawlings. Meeting was called to order by Mayor Hackler. CJC Resolution was discussed. Motion by Ald. Thomas and seconded by Ald. Christopher to authorize the North Central Council of Governments to purchase Law Enforcement Radio Communications Equipment Phase I in behalf of the City of Wylie, Texas. All Ayes. East Fork Water District expansion plan was presented by Bob Kyle, McKinley, Allen, Bozman and Roddy were present in favor of the water program. Council ask for time to contact City Atty. Baker for legal advice. Motion by Ald. Dodd and seconded by Ald. Thomas to accept the recommendations of the planning and zoning commission to rezone Lots 8 & 9, Blk. 32, Railroad addition from single family residential to commercial. Unanimous Ayes. Motion by Ald. Thomas and seconded by Ald. Christopher to approve a hearing on taxes by the appraisers on Tues. and Wed. , July 17-18 from 9AM to 4 PM and Equalization Board Meeting to be Thurs, and Fri. , July 26-27 in City Hall fron 9 AM to 4 PM. All Ayes. Mobil Home Subdivision tabled. Minutes and bills for the month of June were approved on motion by Ald. Thomas and seconded by Ald. Butler. Motion carried. Street Paving Program was discussed. Council decided to black top 1st, 2nd, 5th, Marble and Oak first since they have their petitions signed and the only (over) 2 86 July 10, 1973 continued streets in the mud. They asked Mr. Woodard to make a study as to the cost. Dispatching and alarm system was tabled until August meeting on motion by Ald. Thomas and seconded by Ald. Butler. All Ayes. Motion by Ald. Dodd and seconded by Ald. Boyd for Ordinance 73-3, and Ordinance of the City of Wylie, Texas, amending Ordinance 70-15 as to amend regulations in the Industrial Waste Ordinance. All Ayes. Gallagher, and Tax Appraiser Richard Cope. Absent were Ald. Dodd and Butler. Meeting was called to order by Mayor Hackler. Mayor Hackler asked Richard Cope to discuss tax revaluation. After discussion, Mayor Hackler appointed Alderman Thomas, Christopher, and Boyd, with Ald. Butler as alternate for Board of Equalization. Mayor appointed Ald. Thomas as Chairman of the Board. Board members were duly sworn in at 8: 20 PM. East Fork Water District expansion was turned down on motion by Ald. Thomas and seconded by Ald. Boyd. All Ayes. Council approved asking City Atty.
