REGULAR CITY COUNCIL MEETING
April 10, 1974
The City Council met in regular session April 9, 1974 in City Hall at
7:00 PM. Present were Mayor Hackler, Aldermen Dodd, Thomas, Butler,
Christopher and Boyd. Police Chief Blanks, Fire Dept. Representative
A. B. Simmons, City Manager Dennis Woodard, and. City Secretary Oneida
Gallagher.
The meeting was called to order by Mayor Hackler. Mayor Hackler gave
the Oath of Office to Don Thomas for Mayor and Kenneth Nall and R. C. Dodd
for Aldermen.
Appointments:
Chief of Police: O. C. Blanks
City Secy. , Treasurer, Tax Assessor and Collector: Oneida Gallagher
Water Supt: W. A. Allen
Director of NTMWD: C. Truett Smith
Planning and Zoning Board: Chairman C. P. Elledge, Charles Taylor,
Don Hughes, Frank McMillian, A. R. Murphree
Mayor Pro Tem: R. C. Dodd
Library Board: Pat Woodard, Helen Shivley, Carolyn Neighbors, Mary
Townsend. Chairman to be appointed.
On the appointments, Motion was made by Ald. Dodd and seconded by
Aid. Butler. All Ayes.
A letter was read by City Manager Woodard from the Environmental
Protection Agency in reference to the denial of the Sewer Grant in-
crease for disposal plant to the City of Wylie. Council voted to —
table this until a future date when more information could be obtained
from Austin.
Council on motion by Ald. Nall and seconded by Ald. Boyd to approve the
purchase of a new Police Car. A 1974 Dodge Police Special for the sum
of $3,964.38 from Lone Star Dodge, Dallas, Texas.
Motion by Aid. Dodd and seconded by Ald. Butler, in reference to the
8" water line to Wylie Butane Gas Co. , to let the buyer, seller, and
Mr. Collins work this out concerning a Pro-rata Charge. The City had
completed their work and should not get involved. All Ayes.
Ald. Boyd moved to appoint William Martin to fill the one year vacancy
on the Council with the resigning of Ald. Thomas to become the newly
elected Mayor, seconded by Aid. Dodd. Motion carried.
A report was presented to Council from Police Chief Blanks and a report
from A. B. Simmons with the Fire Department.
Minutes and expenditures for the month of March were approved on motion
by Ald. Butler and seconded by Ald. Dodd. Unanimous Ayes. ,..,.,

City Manager discussed Employees Insurance. Motion by Alderman Dodd.
and seconded by Alderman Butler andto make a change from Federal Life
and Casualty Insurance Co. to Crown Life Insurance Company. All Ayes.
Mayor Thomas read a Resolution for Library Week in the City of Wylie.
Motion by Alderman Nall and seconded by Alderman Boyd to approve
Resolution. All Ayes.
Meeting adjourned on motion by Ald. Dodd and seconded by Ald. Butler.
