REGULAR CITY COUNCIL MEETING
July 9, 1974
The City Council met in regular session July 9, 1974, ini City Hall at
- 7:00 PM. Present: Mayor Thomas, Aldermen; Dodd, Nall, Boyd, Martin.
City Manager Woodard, Water Supt. Allen, Chief of Police Blanks, Fire
Chief Story and City Secretary Oneida Gallagher with Alderman Butler
absent.
The meeting was called to order by Mayor Thomas.
First on the agenda. Frank Medanich with The First Southwest Company
met with Council and discussed financing the 15" Sewer Line. Motion
was made by Ald. Nall and seconded by Ald. Martin to consider to
authorize the issuing of the Notice of Intent to issue Certificates
of Obligation to finance the Renovation of a 15" sewer line. All Ayes.
Rowland Kreymer, James Putman, and. Kenneth Putman met with Council and
presented a bid on paving North Second Street. After discussion Council
said they wanted to check further on the street, curb and gutter cost.
Motion by Ald. Martin and seconded by Ald. Dodd to approve $500.00
charge by H. D. & R. to prepare specifications for the 15" sewer line.
All Ayes.
Metal building for Cecil Bardin on S. Birmingham was discussed. Council
ask City Manager to check building and usuage.
Motion by Ald. Boyd and seconded by Aid. Nall to approve minutes and
expenditures for the month of June. Motion carried.

MINUTES PERTAINING TO RESOLUTION
AUTHORIZING THE GIVING OF NOTICE
OF INTENTION TO ISSUE CERTIFICATES
OF OBLIGATION
THE STATE OF TEXAS :

ON THIS, the 9th day of July, 1974, the City Council of the City of
Wylie, Texas, convened in special session at the regular meeting place
thereof in the City Hall, the meeting being open to the public and notice
of said meeting having been given as prescribed by Article 6252-17,
Section 3A, V.A.T.C.S. , there being present and in attendance the following
members, to wit:

WILLIAM MARTIN )
and with the following absent: Edward Butler when among other
proceedings had were the following:
Mayor Thomas introduced the following resolution:
"A RESOLUTION by the City Council of the City of Wylie,
Texas, making certain findings and authorizing the
publication of notice of intention to issue certificates
of obligation for the purpose of paying all or a portion
of a contractual obligation to be incurred for the purchase
of materials and supplies, to wit: sewer pipe and contracts
for personal or professional services to be rendered by
attorneys, a financial advisor and engineers. "
The resolution was read in full. Alderman Nall made a motion
that the resolution be passed. The motion was seconded by Alderman
Martin and carried by the following vote:
AYES: Mayor Thomas and Aldermen Dodd, Boyd, Nall and Martin.
NOES: None
The Mayor then announced the resolution had been passed and
adopted.

A RESOLUTION by the City Council of the City of Wylie, Texas,
making certain findings and authorizing the publication
of notice of intention to issue certificates of obligation
for the purpose of paying all or a portion of a contractual
obligation to be incurred for the purchase of materials
and supplies, to wit: sewer pipe and contracts for personal
or professional services to be rendered by attorneys, a
financial advisor and engineers.
WHEREAS, the City Council of Wylie, Texas, has decided to
finance the cost of purchasing certain materials and supplies needed
to make improvements to the City's Sewer System; and
WHEREAS, it is hereby found and determined that such financing
can best be accomplished by the issuance and sale of certificates of
obligation under the provisions of The Certificates of Obligation
Act of 1971, as amended, such certificates to be payable from ad
valorem taxes and the net revenues of the City' s Sewer System; and
WHEREAS, it is further found and determined that the amount
of certificates to be issued shall include a sum sufficient to pay
contracts for personal or professional services to be rendered by
attorneys, a financial advisor and engineers in connection with the
issuance and sale of said certificates and the improvements to be
made to the City' s Sewer System, and
WHEREAS, prior to the issuance and sale of such certificates
the City Council is required to publish notice of its intention to
issue the same; now, therefore:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WYLIE, TEXAS:
SECTION 1: That the Mayor of the City is hereby authorized
and directed to cause notice to be published of this City Council s
intention to issue certificates of obligation in an amount not to
exceed $ 50, 000 for the purpose of paying all or a portion of
the contractual obligation to be incurred for the purchase of
materials and supplies, to wit: sewer pipe and paying contracts for
personal or professional services to be rendered by attorneys, a
financial advisor and engineers in connection with the issuance of
said certificates and certain improvements to the City' s Sewer System;
such certificates to be payable from ad valorem taxes and the net
revenues of the City' s Sewer System. The notice to be published
(the form and contect of which is hereby approved) shall read
substantially as follows:
