REGULAR CITY COUNCIL MEETING
SEPTEMBER 10, 1974
The City Council met in regular session Sept. 10, 1974, in City Hall at
7:00 PM. Present: Mayor Tomas, Aldermen Dodd, Nail, Boyd, Martin and
Butler. City Manager Woodard, Police Chief Blanks, Fireman Clark and
City Secretary Oneida Gallagher. The meeting was called to order by Mayor
Thomas.
First on the agenda; The minutes of Special Council meeting of August 9,
1974, and Regular meeting of August 13, 1974 were read and approved on
motion by Aid. Nall and seconded by Ald. Butler. All Ayes.
Motion by Aid. Butler and seconded by Aid. Nall to approve Ord. 74-11
changing Lots 6, 7 and 8, Blk. 6, Keller Addition from Single Family
Residential to Commercial, as approved August 15, 1974, by Planning and
Zoning Board. All Ayes.
Ordinance 74-9 Regulating Massage Establishments was approved on motion
by Aid. Martin and seconded by Aid. Butler. All Ayes.
Mr. Swayze met with Council in reference to constructing apartments on
South Ballard. Council asked that the culverts be approved by City and
State. Type of Material was approved by motion by Ald. Dodd and seconded
by Ald. Butler. All Ayes. Ordinance 74-10 releasing an easement on
Lots 6 and 7, J. F. Butler Addition was approved on motion by Ald. Butler.
Seconded by Ald. Boyd. All Ayes.
Mayor Clevenger of Murphy met with Council concerning annexation within
Wylie extra-territorial Jurisdiction. Motion by Ald. Boyd and seconded
by Ald. Dodd to release Wylie jurisdiction on 74. 716 acres of land out
of the James W. Maxwell Survey, Abstract # 582, in Collin County, Texas,
to allow annexation by petition by The City of Murphy.
Motion by Ald. Nall and seconded by Ald. Butler to accept City Manager' s
recommendation to change insurance to Texas Municipal League Workman;s
Compensation Fund. All Ayes.
Council on motion by Ald. Dodd and seconded by Ald. Martin to approve
an Ordinance 74-7 fixing the Tax Rate and. Levy of 50% of actual value
and $1.10 on each $100.00nassessed. Also Ordinance 74-8 an Ordinance
adopting a Budget and Appropriating Resources for the year beginning
October 1, 1974 and ending Sept. 30, 1975. In the amount of $371, 947.00.
for all funds. All Ayes.
Expenditures for August were approved to be paid on motion by Ald. Martin
and seconded by Ald. Boyd. All Ayes.
Council voted to accept Rental Contract from Santa Fe Railroad. Motion
by Ald. Nall and seconded by Ald. Dodd. All Ayes.
Motion by Ald. Martin and seconded by Ald. Dodd to adjourn at 9:00 PM. Ayes.
