10-08-1974 (City Council) Minutes REGULAR CITY COUNCIL MEETING OCTOBER 8, 1974 The City Council met in regular session October 8, 1974, in City Hall at ~-~ 7:00 PM. Present Mayor Thomas, Aldermen; Dodd, Nall, Boyd, Martin and Butler. eity Manager Woodard, Police Chief Blanks, Fireman Clark and City Secretary Oneida Gallagher. The meeting was called to order by Mayor Thomas. First on the Agenda: The minutes of the regular meeting of Sept. 10, 1974, were read and approved as read on motion by Ald. Martin and seconded by Aid. Butler. All Ayes. Carl Foster representing the Church of Christ met with Council in reference to trading of City property so their parking lot could be together. Council ask this be tabled until a further study be made. Councilmen Martin and Boyd will meet with Church Board Oct. 10th, 1974, at 7:30 PM. Mr. Swayze met with Council requesting the use of PVC pipe for water and sewer services to his proposed apartment complex on South Ballard. Motion by Ald. Martin and seconded by Ald. Boyd to allow the use of PVC on this special project on an experimental basis for this project. All Ayes. Resolution: Use of City Fire Equipment. Motion by Ald. Dodd and seconded by Ald. Nall that 1972 GMC pumper truck will at no time be taken out of the city limits without permission of the city manager, Mayor or Fire Chief. All Ayes. Motion by Aid. Dodd and seconded by Ald. Martin to authorize the purchase of 2 Walkie-Talkies and 2 Mobil Unit Radios by the North Central Texas Council of Governments. Phase II. All Ayes. Motion by Ald. Dodd and seconded by Ald. Butler to designate the First State Bank of Wylie as the Depository for City Funds. Unanimous Ayes. Ordinance 74-12, regulating the use of Library Property was passed on motion by Ald. Boyd and seconded by Ald. Martin. All Ayes. Motion by Ald. Nall and seconded by Ald. Butler to draw up a survey and get back with committee on boundary lines with Lucas. This was agreeable with Council, pending study of approval with Lucas. Motion carried. Motion by Aid. Martin and seconded by Ald. Nall to approve Ordinance 74-13 . Approving Boundary Line between Parker and Wylie. All Ayes. Fire Contract with Town of St. Paul was discussed. Changes requested by St. Paul were agreed to by City Council. Council denied the request of Fred Kern to extend water services outside city limits on motion by Ald. Boyd and seconded by Aid. Dodd. All Ayes. Council asked outside extensions be discussed further at next Council „. .. meeting. Motion by Ald. Martin and seconded by Aid. Nall to approve the expenditures for the month of Sept. All Ayes. Don Thomas, Mayor Oneida Gallagher, Cii4 Secretary REGULAR CITY COUNCIL MEETING NOVEMBER 12, 1974 The City Council met in regular session November 12, 1974, in City Hall at 6:00 PM. Present Mayor Thomas; Aldermen: Dodd, Nall, Boyd, Martin and Butler. City Manager Woodard, City Attorney Bob Baker and City Secretary Oneida Gallagher. The meeting was called to order by Mayor Thomas. First on the agenda: The minutes and expenditures of the regular meeting of October 8, 1974 were approved on motion by Ald. Martin and seconded by Ald. Dodd. All Ayes. Bob Roberts and Frank Wooten met with Council to present their request for a rate increase from General Telephone Company. Motion by Aid. Nall and seconded by Ald. Martin to take the proposal of Mr. Roberts under consideration and get back with Telephone representatives at a later date. All Ayes. Don Whitt and Richard Sewell met with Council to present the building program for a new Senior High School. Tabled until further study could be made. City Manager gave details regarding mutual boundary lines with the Town of St. Paul. City Council was in agreement with the change of boundary line if agreeable with the Council of St. Paul. Motion by Ald. Boyd and seconded by Ald. Butler to relinquish utility easement, Ordinance # 74-17 in Wylie Industrial Park for Larry Cooper. All Ayes. --4 Motion by Ald. Martin and seconded by Ald. Boyd to pass Ordinances #74-15 regulating building permits, Ordinance # 74-14 regulating Street Cuts, Ordinance # 74-16 Landfill User Fees to replace Ord. # 72-2. All Ayes. Motion by Ald. Nall and seconded by Ald. Boyd to enter into contract for Computer for water billing. All Ayes. Garden Club Plantings were discussed. Council proposed the City to be responsible only for the plants the Garden Club now has. Motion by Aid. Dodd and seconded by Ald. Nall to pass Resolution for extension of Street Paving Note at First State Bank in the amount of $11, 000.00 paying the Interest up to date. All Ayes. Motion to adjourn by Ald. Boyd and seconded by Ald. Nall. Motion carried. Meeting adjourned. Don 'Thomas, Mayor J4,geega,../ Oneida Gallagher, Cityecretary CITY COUNCIL MEETING NOVEMBER 26, 1974 The City Council met on Tuesday, November 26, 1974 at 7:00 PM. Prsent: Don Thomas, Mayor; Douncilmen: Dodd, Butler, Boyd, Martin, Nall and City Manager Dennis Woodard. Council discussed utility service outside Wylie City Limits. Ed Butler moved to write a policy statement that no extension of utilities will be made outside the city and service discontinued outside the city would not be reinstated.without specific approval of the City Council. Motion seconded by Dwayne Boyd and passed. Discussion of regulation of mowing of private property within the city. Council requested an Ordinance be written to include fine plus cost if city mows the property. Also set maximum permission of height on grass and weeds at twelve inches. Councilmen Butler and Martin reported on their meeting with the Church of Christ concerning a land trade. Council authorized a trade of unused street right of way for city lot owned by the Church. The General Telephone rate increase information was reviewed. The Council will request more information prior to giving any decisions. The Council reviewed the proposed annexation of the northern end of Lake Ray Hubbard by the City of Garland. A letter will be sent to Garland offering no objection to the annexation. A resolution was passed extending the financing of the 1972 Fire Truck. A ten thousand dollar note bearing 8/ interest for one year will be carried by the First State Bank of Wylie. continued 2 Councilmembers agreed to hold additional meetings on the fourth Tuesday of each month as needed to handle discussion items concerning the city. The City Manager gave a report on the status of the City Projects in- volving paving, sewer line renewal, utility billing and boundary discuss- ions.
