05-13-1975 (City Council) Minutes Regular City Council Meeting
May 13, 1975
The City Council met in regular session at 7:00 PM on May 13, 1975 in City
Hall. Present for the meeting were the following: Mayor Don Thomas, .-,
Aldermen R. C. Dodd, Kenneth Nall, Dwayne Boyd, William Martin and Stan
Shively, City Manager Dennis Woodard, Chief of Police O.C. Blanks and
City Secretary Doris Wilson.
The meeting was called to order by Mayor Thomas.
First on the agenda was approval of Minutes of April Meetings and Expenditures
to be paid in May. Motion for approval was made by William Martin and
seconded by Stan Shively. All Ayes.
Kenneth Hughes, minister of Full Gospel Church, presented a revised request
for an addition to the church. It will consist of adding on the original
building an addition of 20 feet by the width of existing building. It will
be on slab with wood or masonite siding. Stan Shively made a motion to
approve the request with the stipulation that there be no parking behind
the church next to the alley. Seconded by Kenneth Nall. All Ayes.
One bid was received on Lot 7, Block 4 of Caldwell Addition. Wylie Church
of Christ bid $1, 500. Lot does not have paved street, curb or gutter.
Motion was made by Kenneth Nall to accept bid of $1, 500. net to the City.
Seconded by Stan Shively. All Ayes.
Bids were received and opened for 1975 Police Car. They were as follows:
1. Cox Chevrolet $4, 678.33
2. Andrews Ford 4,617.00
3. 'Fisher Ford 4, 570.41
4. Newt Miller of Lewisville 4,546.23
5. Andrews Ford 4, 544. 25
Motion was made by Dwayne Boyd and seconded by William Martin to accept the
bid from Andrews Ford of Rockwall of $4, 544. 25 for a 1975 Ford Torino
Police Package. All Ayes.
St. Louis Southwestern Railway Company has requested a raise on lease
rental of 330 ft. of easement from $10 per annum to $50.00 per annum. Motion
by William Martin and seconded by Kenneth Nall to approve. All Ayes.
Revenue Sharing Planned Use Report for Entitlement Period Six was discussed.
For the period of July 1975 through June 1976, Wylie will receive $24, 629.
It was recommended that it be used for:
Swimming Pool Land Note 2,904
Landfill Site Note 3, 240
Fire Truck Note 5,800
Street Paving Note 2, 282
Police Car 5, 000
Pick Up Truck 5,403
Motion by Kenneth Nall and seconded by Stan shively to accept as recommended.
All Ayes.
Second, Quarter Budget Report was discussed. Council was in approval of

The need for a dump truck was expressed. Billy Nelson of Hiway Wrecking
Yard has offered a 1968 dump truck for $6,000. Motion was made by
Stan Shively to offer Mr. Nelson $5, 500.00', one-half on deliver and the
-"' other half when Mr. Nelson replaces lifts on dump bed. Seconded by
Dwayne Boyd. All Ayes.
Motion was made by Kenneth Nall and seconded by Stan Shively to
adjourn at 8: 20 PM.
