01-13-1976 (City Council) Minutes c� Regular City Council Meeting January 13, 1976 The Wylie City Council met in regular session on January 13, 1976, at 7:00 PM. in City Hall. Those present were Mayor Don Thomas; Aldermen R. C. Dodd, Ken Nall, Dwayne Boyd, William Martin and Stan Shively; City Manager Dennis Woodard; City Secretary Doris Wilson and City Attorney Robert Dillard. The meeting was called to order by Mayor Thomas. First item for consideration was the approval of minutes of December meeting and expendityres to be paid in January. Motion was made for approval by Stan Shively and seconded by R. C. Dodd. Motion carried by vote of all ayes. Mel Delaney met with Council to discuss his proposed addition of ranchettes. Council decided to turn his proposal to the Zoning Board for consideration. Resolution designating North Central Texas Council of Governments as Health Systems Agency was approved on motion by Stan Shively and seconded by Dwayne Boyd. Motion carried with all aYes. Dick Weir with Weir Enterprised gave a report on the progress of the proposed nursing home for Wylie. Attorney Bob Dillard discussed the rules of the Public Utility —* Commission. Kenneth Nall made the motion to file the necessary maps and papers required to cpmply with rules. Second was made by R. C. Dodd. Vote of all Ayes. Item seven of the agenda, review meeting with Zoning board, was tabled. The First Quarter Budget Report was presented to the Council. After a brief discussion motion for approval was made by R. C. Dodd and seconded by William Martin. Carried by vote of all ayes. City Manager Dennis Woodard gave departmental reports. Council decided to place a blocade at the end of Duncan Way next to Wylie Church of Christ to prevent cars from using the church parking lot as a street outlet. Consideration for stop signs to be erected on Duncan Way was discussed and decided to ask City Manager Woodard to study situation. Motion was made by Dwayne Body and seconded by Stan Shively to remove the blinking red light at the intersection of Oak Street and Jackson Street and replace it with stop signs on Oak Street.
