03-23-1976 (City Council) Minutes Regular City Council Meeting March 23, 1976 The City Council met in regular session on March 23, 1976, at 7:00 PM in the City Hall. Present: Mayor Don Thomas, Alderman Ken Nall, Stan Shively, Dwayne Boyd, William Martin, R. C. Dodd and City Manager Dennis Woodard. The Council first considered a special use permit request by Mrs. Diane Wigington to operate a retail plant shop out of her residence at 607 S. BallArd. It was reported that a favorable recommendation had been received from the Zoning Commission. Several area property owners present expressed no objection. At the request of the Mayor, a motion was made by Alderman Shively to postpone a decision for a maximum of two weeks. Alderman Martin seconded and motion passed. Mel Delaney met with the Council requesting a decision of the proposed Estate Subdivision Ordinance. The Council stated the ordinance as drafted would be passed when Delaney brought his property into the City and presented a subdivision plat to the City for review. Alderman Martin made a motion to adopt a resolution releasing city taxes in the amount of $38. 29 on Lots 6-9, Block 30, Railroad. Addition. The property has been obtained for use as a city park. Alderman Nall seconded and the motion passed. Discussion was resumed on the request .of Mrs. Wigington. Alderman Boyd moved the request for a special use permit be granted with a request that the zoning ordinance be reviewed as to possible changes necessary to better control businesses in residential areas.
