04-13-1976 (City Council) Minutes Regular City Council Meeting
April 13, 1976
The City Council for the City of Wylie met in regular session on April
13, 1976 at 7:00 PM in the City Hall. Present were Mayor Don Thomas,
Aldermen Nall, Shively, Boyd, Dodd and. Martin. Also 'present were
City Manager Woodard and Alderman-elect Pat Minihan.
Mayor Thomas opened the meeting and asked for a review of the minutes
and expenditures. On a motion by Alderman Shively with second by
Alderman Martin, the minutes and expenditures were approved. Mayor
Thomas swore in R. C. Dodd as the new Mayor. Mayor Dodd then swore
in Aldermen Nall and Minihan. William Martin was elected. Mayor-Pro-tem,
C. Truett Smith was appointed to the NTMWD Board of Directors and Mayor
Dodd was appointed as the Wylie representative to the NCTCOG. Doris
Wilson was reappointed as City Secretary.
Ordinance 76-1, a zoning change request of Monte Hendricks for Lot 14,
Abstract Srrom residential to commercial was approved by motion of
Alderman Nall, second by Alderman Shively. A construction material
variance request of Donald Franks was approved on motion by Alderman
Shively second by Alderman Martin. All Ayes.
After a discussion of the drainage on South Fourth Street the Council
requested the obtaining of the cost of curb and gutter and culverts
being installed. The information is to be considered at the next meeting.
A request to advertise for bids for a one-half ton pick up truck was
granted. The truck is to be used by the Utility Department and funds
were included in the current budget. Alderman Shively made a motion
for the city to pay the increased cost of employee insurance for a
one month period while information on other policies could be gathered.
Motion seconded by Alderman Martin and passed.
Dick Weir met with the council to present further plans for a nursing
home in Wylie and request an ordinance be amended which would give him
clear title to land which the city had abandoned in 1973. The Council
instructed that Weir have his attorney draft the ordinance and utility
easements and submit them for review.
Cost figures fior Fire Department additions were discussed with an
agreement that the estimate was too high. Alternate construction
and financing arrangements are to be checked and presented to the City
Council.
The Council recessed to executive session to discuss a contract to retain
a City Attorney. Alderman Shively moved to employ Theodore Kent as
City Attorney beginning April 1, 1976. Alderman Martin seconded the
motion and it passed unanimously.
A request by the State for the City Secretary to assume the duties of
Local Registrar of Vital Statistics was denied on motion by Alderman
Martin with second by Alderman Shively. These duties had previously --+
been preformed by the Justice of the Peace.

Alderman Boyd moved to grant Pecan Orchard Water Supply Corporation
permission to serve the area of the Monroe Addition, 1st installment
- with water since Wylie has no water lines to the property. Alderman
Minihan seconded the motion, noting that only the first installment
be served. The motion passed.
There being no further business to conduct, the meeting adjourned at
10: 20 PM.

SPECIAL SESSION
APRIL 22, 1976
The Wylie City Council met in special called session on Thursday,
April 22, 1976, at 7:00 PM in the City Hall. Present were Mayor
Dodd, Aldermen Nall, Boyd, Martin, and Minihan; and City Manager
Dennis Woodard. Alderman Shively was absent.
Mayor Dodd called the meeting to order and stated the purpose of the
meeting was to consider amending Ordinance 73-13 Section 2. Alderman
Martin moved to pass Ordinance 76-2, which deleted the reversion of
streets to the city upon subdividing the property. Alderman Nall
seconded the motion and it passed.
Alderman Boyd moved to adjourn, second by Alderman Minihan. Motion
passed and meeting adjourned at 7:10PM.
