July 13, 1976
The City Council of Wylie met in regular session at City Hall on July 13, _.
1976, at 7:00PiPEM. Those present were Mayor R. C. Dodd.; Aldermen William
Martin, Stan Shively, Dwayne Boyd, Kenneth Nall and Pat Minihan; City
Manager Dennis Woodard, City Secretary Doris Wilson, City Attorney Ted
Kent and. Fire Chief Danny Clark.
The meeting was called to order by Mayor Dodd. Public Hearing was held
concerning zoning change for Lots 3,4, 5; Block 34 Railroad Addition.
Raymond Cooper, owner of the property, requested zoning be chanbed from
residential to commercial. Some property owners adjacent to Mr. Cooper' s
property were present to express their opinions. The Planning and Zoning
Board' s recommendation was to deny the request. Alderman Stan Shively
made a motion to table the request and refer it back to the Zoning Board
and, also, to give the Council time for further study. Second was made
by Alderman Dwayne Boyd. Vote of all ayes.
Motion was made by Alderman Kenneth Nall to table the request for Zoning
Change on Lot 13; Blk. 31; Railroad Addition as the Zoning Board has not
met on this request. Second was made by Alderman Martin. All Ayes.
Next item for consideration was to meet with Roland. Andrews concerning
claim for damages to his lawn mover. Due to Mr. Andrews being confined
to a hospital, he was represented by Chuch Elledge. Mr. Andrews claim
was that his wife ran over the water meter damaging his mower. Motion
was made by Alderman Kenneth Nall to deny payment on claim but to ,follow
up on problem of broken meter box and to search files to see if work
order has been filed. Second was made by Alderman Stan Shively. Motion
was padded on vote of four in favor and one against.
Motion was made by Alderman William Martin with second by Alderman Pat
Minihan to approve minutes of June meeting and expenditures for July.
Vote of all ayes.
Representatives of General Telephone Company were present concerning
rate increase request. After a lengthy discussion, Alderman Dwayne Boyd
made a motion passing Ordinance No. 76-3 regulating rates to be charged
by General Telephone Co. and setting effective date as July 16, 1976.
Motion was seconded by Alderman William Martin. Passed on vote of four
in favor and one against.
Fire Chief Danny Clark gave a demonstration of the new radios for the Fire
Department. The Radio system will be in service immediately.
City Manager Dennis Woodard gave departmental reports. The Third
Quarter Budget Report was approved.. Complaints by varthous citizens were
discussed with Council agreeing to study them.
Meeting was adjourned at 9:15.

Motion was made by Alderman William Martin and second by Alderman Kenneth
Nall to file for Certificates of Necessity with the Public Utility Comm-
ission. Motion carried on vote of all ayes. Wylie will be represented
at the Hearing in Austin on July 26th.
Regular City Council Meeting
August 10, 1976
The City Council met in regular session at City Hall on August 10, 1976,
at 7:00 PM. Those attending were Mayor R. C. Dodd; Aldermen William
Martin, Stan Shively, Kenneth Nall, Dwayne Boyd and Pat Minihan; City
Manager Dennis Woodard, City Secretary Doris Wilson; City Attorney
Ted KENT, and Fire Chief Danny Clark. Meeting was called to order by
Mayor Dodd.
First item on the agenda was the approval of July minutes and expenditures
to be paid in August. Motion for approval was made by Alderman William
Martin with second by Alderman Dwayne Boyd. Vote of all ayes.
Motion was made by Alderman William Martin with second made by Alderman
Dwayne Boyd to approve Resolution authorizing purchase of Police Radio
through North Central Texas Council of Governments. Approved on vote
of all ayes.
Date was set for Public Hearing on 1976-77 Budget for September 14, 1976
at 7:00 PM. It was agreed to hold a Council work session on the budget
on September 7th at 4:30 PM.
— After a discussion on the collection of delinquent taxes, Alderman
Kenneth Nall made a motion to authorize City Attorney Ted Kent to write
collection letters to property owners owing delinquent taxes. Second
to the motion was made by Alderman Stan Shively. Passed unanimously.
Mr. Ralph Pinkus, owner of Nortex Nursery, presented a plan providtgg
additional water to his nursery. Motion was made by Alderman Stan
Shively to have City Manager Dennis Woodard to meet with City Engineers
and representatives of North Texas Municipal Water District to gather
costs and plans necessary and then to report back to the City Council
with contract between City of Wylie and Rah Pinkus. Second made by
Alderman Kenneth Nall. Vote of all ayes.
Alderman Stan Shively made a motion to approve resolution giving the
City of Wylie and easement on Santa Fe Railroad property next to the
Fire Station. Alderman Dwayne Boyd seconded the motion. Vote of
all ayes.
Drainage problem on South Birmingham was discussed. The Council
requested City Manager Woodard to study the situation for a solution.
Frank Medanich met with the Council to discuss city finances and
future bond issues. The Council was advised that no additional
bonds could be sold at this time. A study of the water and sewer
rates was authorized.
