11-23-1976 (City Council) Minutes Regular City Council Meeting
November 23, 1976
The City Council of Wylie met on November 23, 1976, at 7:00PM at Wylie
City Hall. Those present were Mayor Pro-tem William Martin, Council-
men Kenneth Nall, Stan Shively, Dwayne Boyd and Pat Minihan, City
Manager Dennis Woodard, City Secretary Doris Wilson, City Attorney
Ted. Kent and Fire Chief Danny Clark, The meeting was called to order
by Mayor Pro-tem William Martin.
First item on the agenda was the approval of minutes of October meeting
and expenditures for November. Councilman Shively made the motion to
approve minutes and expenditures. Second was made by Councilman Boydu
Vote of all ayes.
Next item on the agenda was Resolutuins on bank notes with First State
Bank. Motion was made by Councilman Nall to pay $5, 000.00 on the Street
Paving Note and to pay $4,000.00 on the Fire Truck Note and, to renew the
balances for one year. Second was made by Councilman Minihan. Passed
unanimously.
Due to the death of Mayor R. C. Dodd, the next item on the agenda was to
appoint a Mayor to serve until the April election in 1977. Councilman
Shively moved to appoint William Martin to serve as Mayor until next
election. Councilman Nall seconded the motion. The motion was passed.
unanimously. City Attorney Ted. Kent administered the Oath of Office
of Mayor to William Martin. Motion was made by Councilman Minihan to
appoint Councilman Kenneth Nall as Mayor Pro-tem. Second was made by
Councilman Shively. Vote of all ayes.
Motion was made by Councilman Boyd with second by Councilman Minihan
to contact a canidate for the position of Councilman to serve until
election in April of 1977. All ayes.
Resolution Authorizing Use of Antirecession Fiscal Assistance Funds
to be used in the Library was passed on motion by Councilman Shively
and second by Councilman Nall. Passed on vote of all ayes.
City Attorney Ted Kent presented a request for the new Justice of Peace
to use Council Chambers as a place to hold court. Motion was made by
Councilman Shively to offer the use of Council Chambers to the Justice of
Peace for open public hearings during normal working hours and not to
provide office space. Councilman Boyd made the second to the motion.
Vote of all ayes.
Fire Chief Danny Clark told the Council of a radio problem that the Fire
Dept. has. The Council authorized the Fire Department to purchase a radio
to be used aththe Police Station for dispatching the Fire Trucks. The
City will reimburse the Fire Department for the radio. (451.00)
At 8: 20 PM Councilman Boyd moved to adjourn to closed executive session.
Second. was made by Councilman Minihan. Vote of all ayes.
