December 14, 1976
The City Council of Wylie met in regular session at City Hall on Dec.
14, 1976, at 7:00 PM. Those Present were Mayor William Martin; Aldermen
Kenneth Nall, Stan Shively, Dwayne Boyd, and Patrick Minihan; City
Manager Dennis Woodard; City Secretary Doris. Wilson; City Attorney
Ted Kent; Chief of Police O. C. Blanks; Public Works Director W. A. Allen
and Fire Chief Danny Clark.
The meeting was called to order by Mayor Martin. First item on the agenda
was the approval of November minutes and December expenditures. Motion
for approval was made by Alderman Nall with second made by Alderman Boyd.
Vote of all ayes.
Motion was made by Alderman Shively to appoint Don Thomas to fill the
vacancy of Alderman. Second was made by Alderman Minihan. Passed
unanimously. City Attorney Ted Kent administered the oath of office
to Don Thomas.
Next item was to meet with citizens concerning alley paving on Duncanway
from Second Street to Hilltop Street. A petition was presented by
property owners requesting the alley be paved. Motion was made by
Alderman Minihan to present the information on costs to the spokesman
and alternate of the property owners and to table until the next meeting.
Second was made by Alderman Nall. All Ayes.
A report was presented by City Manager Woodard concerning an 8 inch
water line in the Eldridge Addition on Stone Street. The cost of the .•..
line would be $1.80 per linear foot for the property owners. Response
from the property owners has been against it with the exception of
Mrs. Scottie Austin, who was present to voice her need for the water
line. Motion was made by Alderman Shively for Alderman Thomaa and
Mrs. Austin to go to the citizens with the proposal of the water line
and to report bakk to the Council at the next meeting. Second was
made by Alderman Boyd. Vote of all ayes.
A Public Hearing was held on rezoning of Lots 1 thru 4, east hale of
Lots 7 and 8 of Block 6 and. Lots 3 thru 6, west half of lots 7 and
east fourth of Lot 8 of Block 7 of Holiday Terrace Addition III form
Single Family Residential to Multi-family Residential to allow
apartments to be built. A number of citizens were present to voice
their opinions against the rezoning. After a lengthly discussion
the Council held a short caucus. Upon return to Council Chambers,
Alderman Thomas made a motion to pass Ordinance No. 76-9 approving
the zoning change to multi-family as presented. Second was made by
Alderman Boyd. Voted for approval were Aldermen Thomas, boyd, and
Shively; Against were Aldermen Nall and Minihan. Motion carried.
Mel Delaney and Jim Holloway presented a petition for annexation of
21 acres. They propose to build a subdivision of homes ranging in the
$37, 500 to $55, 000 bracket. The Council set a Public Hearing for 7:00 PM
on January 11, 1977, concerning annexation, Ordinance No. 76-10.
Fire Chief Danny Clark told the Council of the plans of the Fire Dept.
to purchase a radio to be used in the Police Station. Motion was made
by Alderman Thomas for the City to reimburse the Fire Department in
the future when funds become available for $451.00 with the Fire Dept.
paying the remainder of the cost. Second was made by Alderman Shively.
Passed Unanimously.
Robert King was appointed as Municipal Court Judge beginning Jan. 1, 1977,
at a salary of $100.00 per month on motion by Alderman Shively with second
by Alderman Boyd. Vote of all ayes. Motion was made by Alderman Shively
with second by Alderman l_Minihan to appoint Mayor Martin as Representative
to North Central Texas Council of Governments. Vote of all ayes. Motion
was made by Alderman Shively to leave the position of representative of
East Fork Water Quality Advisory Council vacant until a new City Manager
is hired and to authorize Mayor Martin to appoint someone to attend the
meetings until a representative is chosen. Second was made by Alderman
Minihan. All Ayes.
City Manager Woodard gave departmental reports. Mrs. Carolyn Neighbors
has resigned as Librarian. She will be replaced by Joseph Segal effective
January 1, 1977. City Manager Woodard read a Resolution honoring the
Late Mayor R. C. Dodd. It was approved en motion by Alderman Nall and
seconded by Alderman Shively. Passed unanimously. A resolution was
read honoring Mr. Dodd from the Collin County Mayors' Association. These
resolutions will be presented to Mrs. R. C. Dodd.
Motion was made by Alderman Shively with second by Alderman Thomas
to write the Texas Water Quality Board asking that Wylie be placed on the
list for Federal funds to up-grade the sewer plant. Passed unanimously.
A proposed budget was presented for Revenue Sharing for the seventh
Period. Its to be turned over to the Budget Committee. They will
meet on December 22, 1976 at 1:00 PM.
Mayor Martin presented, on behalf of the City Council, a plaque to
City Manager Woodard in appreciation for services rendered from April 1,
1972 thru December 31, 1976.
Motion was made by Alderman Shively with second by Alderman Thomas to
adjourn to executive session to discuss personnel and delinquent
tax suites. The meeting adjourned at 11:05 PM.
