January 25, 1977
The City Council met inrregular session at Wylie City Hall on January 25,
1977 at 7:00 PM. Those present were Mayor Martin; Aldermen Nall, Shively,
Boyd, Minihan and Thomas; City Secretary Doris Wilson; City Attorney Ted
Kent. The meeting was called to order by Mayor Martin.
First item for consideration was annexation of 21.18 acres of land in
Abstract No. 267 belonging to Mel Delaney. Ordinance No. 77-1, "An
Ordinance annexing the herinafter described territory to the City of Wylie,
Collin County, Texas, and extending the boundary limits of said city so as
to include said hereinafter described property within the City Limits, and
granting to said territory and to all future inhabitants of said property
all of the rights and privileges of other citizens and binding said future
inhabitants by all of the Acts and Ordinances of the said City, " was
approved on motion by Alderman Shively. Second was made by Alderman Nall.
Passed unanimously.
A Public Hearing was held on the Rate Request Increase for Texas Power
and Lights. No citizens were present to voice their opinions. Jim
Taylor of Texas Power & Light gave a presentation on the increase request.
A Resolution was presented which would suspend all decisions by the City
Council relating to the requested increase by Texas Power & Light Company
pending the final ruling of the Texas Public Utility Commission. Motion
for approval of this resolution was made by Alderman Thomas with second by
Alderman Shively. Vote of all ayes.
No action was taken on Plat from K. C. Swayze as he was not present.

The City Council of Wylie met in Special Session on January 31, 1977,
at Council Chambers in City Hall,. Present were Mayor William Martin,
Aldermen Kenneth Nail, Pat Minihan: . Dwayne Boyd and Don Thomas.
Alderman Stan Shively was absent.
Council met to discuss the position of City Manager. They met with
Mr. Denton Miller and his wife. Council set the annual salary at
$15, 000.00, agreeing to review it in June. Council agreed to furnish
car and expenses, to pay membership dues in various businesses organi-
zations and to move his household belongings to Wylie at City' s expense.
Mr. Miller agreed to begin work on February 2nd, 1977.
Motion was made by Alderman Don Thomas to hire Mr. Denton Miller as
City Manager. Second was made by Alderman Dwayne Boyd. Vote of
all Ayes.
