05-10-1977 (City Council) Minutes Regular Council Meeting May 10, 1977 The City Council of Wylie met in regular session on May 10, 1977, at 7:00 P.M. in Council Chambers at Wylie City Hall. Present for the meeting were Mayor William Martin, Alderman Kenneth Nall, Patrick Minihan, John Akin, Richard Parker and Curtis Ratcliff; City Attorney Ted Kent, City Manager Denton Miller; City Secretary Doris Wilson, and Chief of Police O.C. Blanks. Mayor Martin called the meeting to order. The invocation was given by Mayor Martin. The first item of business was the approval of April minutes and May Ex- penditures. Moton was made by Alderman Minihan to approve as presented. Second was made by A derman Ratcliff. Vote was all Ayes. Public Hearing was held on Planned Use of Revenue Sharing Funds, Revenue Sharing Recommendations for Entitlement Period No. 8, Jan. 1, 1977-Sept. 30, 1977, were presented as: Balance in Bank c 1 ,308.00 Due from Federal Goverment $21 , 164.00 Total Available $22,472.00 To be used for 3 Public Works Radios 1 ,125.00 Police Patrol Car 5,500.00 Fire Dept Radio 451 .00 Utility Contingency 6,600.00 Street Contingency 8,216.00 Washer Pumps 580.00 Motion was made by Alderman Nall to accept these recommendations which was on the RYevenue Sharing Budget. Alderman Akin seconded the motion. Vote was all ayes, A discussion was held on foggingequipment for mosquito control. The Coucil decided to wait on the fogging system to see what the need will be. A Public Hearing was held on a Zoning Charge requested by Impression Builders to rezone Lots 4,5,6, and parts of 2and3 of J F Butler Addition from R 900 to Multi Family Resdential. The zoning Board met on 4-14-77 and recommended the change be approved. Alderman Akin moved to adopt the change as pre- sented with the request that the zoning Board reconsider re-zoning the entire area. Second was made by Alderman Parker. Ordinance No. 77-9, Amending Ordinance 62-5 so that a part of zone R-900 Mis changed to Multi-Family zoning. This was passed on a vote of all Ayes. The next item on the agenda was the complaint on chickeins by Mrs. J. D. Richie. It was discussed briefly and the owner was asked to move his chickens. Jim Taylor of Texas Power and Light Company gave a report to the Council of the decision given T.P.&L. y+by the Public Utility Commisiori On the rate increaserequest. T.P,&L asked for a 34% increase on 12-22-76; the Public Utility Commission ruled they could get a 11 .6% increase.The rates will be presented at the June meeting for consideration. Dennis Nelson, with Lone Star Gas CO, was present to answer questions on their rate increase request. At the April 12, 1977 meeting the Council approved a 30 day extension which wa0error, as the previous extension was still in effect. Motion was made by Alderman Nall to extend action until June 14, 1977. Second was made by Alderman Ratcliff. Vote of all ayes. --- Don Whitt, Superintendent of Wylie Independent Schools asked for consideration of lowering the water and sewer charges made to the schools. Motion was made by Alderman Ratcliff to table this item for further study. Alderman Akin seconded the motion, Vote of all ayes. Police Chief Blanks gave a report on police activities. Resolution No 1976-77-5-1 , A resolution of thy; City Council of the City of Wylie. to Actknowledging the importance of an active Chamber of Commeii ce i f to the development and improvement of a community, and to indicate the City Councils official support of the Wylie Area Chamber of Commerce, was approved on motion by Alderman Nall, with second by Alderman Minihan. A discussion on acception the Special Warranty Deed on 1 ,5 acers of land from Lomes and Neddelton management Inc. was held Motion was made by Alderman Akin to accept the deed if the title check is clear and there are no condition s to the gift. Second was made by Alderman Ratcliff. Vote was all ayes. Resolution No. 1976-77-5-2, A resolution authorizing the City Manager to make preapplication to the U S Department of Agriculture Farmer Home ." ' .. dministration for a grant/loan for overhead Water Storage Improvements was passed on motion by Alderman Minihan to use the south location. Second was made by Alderman Akin. Vote of all ayes. Motion was made by Aldermab Nall to appoint Denton Miller as representative to East Fork Water Quality Board and to table the appoimtments to Zoning Board until the next meeting. Second was made by Alderman Minihan. Vote of all ayes. Motion was made by Alderman Nall to table the preliminary plot of Getaway Estates Subdivision because Mel Delaney was not present to present it before the Council. Second was made by Alderman Ratcliff. Vote of all ayes. Motion was made by Alderman Akin for City Manager to write a letter urging support and passage of House Bill 1043- Annexation Law Revision and send it to Senator Peyton McKnight and Representative Bob Hendricks. Alderman Ratcliff seconded the motion. Vote of all ayes. Motiom was made by Alderman Akin to purchase two IBM Typewriters for City Hall at 3747.00 each, and to loan the old typewriter to the Chamber of Commerce with then doing the repairs nessary to keep the mainteance on it. The motion was seconded, by Alderman Nall. Passed by vote of all ayes. A report was given by City Manager as to the response from property owners concerning street paving of200 and 300 blocks of N Frist, 500 block of Masters and 100 block of Fifth..street. The response was for the paving of the 200 block of N Frist,500 block of Masters and 100 block of S Fifth and no response on the 300 block of N First. Alderman Akin made a motion to get bids on the paving. Second was made by Alderman Parker. Vote was all ayes. Motion was made by Alderman Minihan to adjourn to executive session. Second was made by Alderman Parker. Vote of all ayes. Resolution No. 76-77-5-3, A resolution of the City Council of Wylie proclaim ing June 6-11 as City of Wylie -Clean Up- Fix Up - Paint Up Week was approved on motion by Alderman Nall, with second by Alderman Parker.
