06-28-1977 (City Council) Minutes (1 zl 1 Regular City Council Meeting June 28, 1977 ` At 7:00 P.M. Regular City Council Meeting was brought to order by Mayor Martin. All were present; Alderman Minihan, Alderman Nall , Alderman Akin, Alderman Ratcliff, Alderman Parker, City Manager Denton Miller, Mayor William Martin, City At- torney Ted Kent and City Secretary Barbara Ellis. Invocation was given by Alderman Ratcliff. Snowcone Vender: Denton Miller, City Manager explained that a child was in- jured because the snowcone machine was on the road. After discussion, snow- cone machine was allowed to sell cones. Note was made to review and have further discussion. Alderman Nall made a motion to table this for later discussion and seconded by Alderman Akin. Motion was passed. Nortex Nursery requests an extension of water lines for better pressure. Den- ton Miller, City Manager explained this to the Council . In the discussion it was explained that after the basic steps fo the water rate, when Nortex gets to the 5001000 rate the city breaks even on the water bills. It cost 35 /1000 from NTMWD, add 1501000 overhead, and there is nothing left over. Mr. Miller suggested that Nortex rate could be increased to allow for money to pay on loan or bonds until a sufficient number of additional users paid their pro-rate share. Bill Johnson came to see how the City feels about paying for this line. After discussion of this subject, Alderman Minihan made a motion to table this sub- - ject until John Perkins and City Manager Denton Miller could get together to get more information. Second was made by Alderman Akin. Motion was passed unanimously. Also a thought was added to get an estimate on the cost of en- gineers to furnish lines. The Fire Department requested an increase in the budget of $200.00 for the Fire Marshall to attend Fire School . Denton Miller, City Manager explained that three firemen were going to Fire School this time to receive insurance. It would take $400.00 to send Lester Gayler to Fire Marshall School . $200 was normally allotted for school , but an additional $200 was needed to pay Lester for one week loss of work at the shop. Lester explained why he needs to take school to maintain this job to utmost ability. Alderman Akin said all training is needed. Mayor Martin Agreed. Alderman Minihan made a motion to let Lester Gaylor go with the $200 increase to pay him for his loss of time on the job. Alderman Ratcliff seconded this motion. Point was made that no other firemen would go. Motion was carried. School starts July 24, 1977. Aid to Chamber of Commerce was brought into discussion by City Manager Denton Miller. He explained why Non-Financial aid was needed to help get the Chamber started. After discussion was made, Mayor Martin discussed an evaluation on a monthly basis to be reviewed and then decided whether to continue this help. Alderman Nall made a motion to help on this basis and it was seconded by Alder- man Minihan. Motion passed unanimously. Meeting was adjourned at 8:00 P.M. 7/ ,/ i �i �� r , " William E.
