CITY OF WYLIE
Regular Council Meeting
July 12, 1977, 7:00 P.M.
Those in attendance were Mayor William E. Martin; Alderman Nall , Minihan, Rat-
cliff, Akin and Parker; City Manager Denton Miller; City Attorney Ted Kent;
City Secretary Barbara Ellis; Bob Hogan with HDR; Fire Chief Danny Clark; and
several visitors.
The invocation was given by Mayor Martin.
Motion by Alderman Akin, seconded by Alderman Parker to approve the minutes of
the Regular Council meeting of June 14, 1977, and Regular Council Meeting of
June 28, 1977, and Monthly Bills as presented. Motion Passed.
Mgr. Miller explained the monthly budget report of the General and Utility Funds
disclosing the revenue and expenditures of both funds, he also handed out a list
of the current Certificate of Deposits held by the City. He was asked about the
extra cash in the General Fund checking. Mgr. Miller advised he would make ad-
ditional investments until the funds were needed to meet cash flow.
A Public Hearing was held in connection with the proposed Gas Rate Ordinance
#77-11 ,"Mayor Martin opened the floor for discussion in regards to the proposed
increases by Lone Star Gas. There being no objections raised at the Hearing,
Alderman Minihan made a motion to accept and pass Ordinance #77-11 . An Ordinance
Fixing and Determining the General Service Rate to be charged for Sales of Na-
tural Gas to Residential and Commercial Consumers within the City Limits of Wylie,
Collin County, Texas and providing for the manner in which such Rate may be
Charged, Adjusted and Amended" , Alderman Ratcliff seconded the motion. Motion
Passed.
The Traffic Problem on Ballard requested by Jerry Davis was discussed. Mr. Davis
was not present at the time of the discussion, but the council asked Mgr. Miller
to contact the Highway Department about the speed limit signs and to see if extra
patroling by the Police Department would help. Mr. Davis arrived later and it
was explained to Mr. Davis what steps needed to be taken. Council requested
Municipal Judge King be present at the next council meeting.
Mr. Bob Hogan of H.D.R. was present to explain the cost estimates on two proposed
main line extensions. Project A would be a main line extension to serve Nortex
Nursery and adjacent property owners. It consisted of a 12" main line extension
6200 L.F. for an estimated cost of $123,114. Project B would be a 8" main line
extension from Impression Center east to Kreymer Lane along Old Hwy 78, a length
of 7000 L.F. Mgr. Miller explained about a meeting with the property owners of
which about 85% were in attendance. He proposed that this line be charged to the
adjacent land owners on a per acre cost figure of about $90/acre if it was in-
cluded in the grant/loan application to Farmers Home Administration. The engineers
cost estimate was $81 ,037. Mgr. Miller proposed that as land owners want addition-
al water taps, they would have to be annexed into city limits bu those with exist-
ing 3/4 water taps on East Fork Water Supply Corp. would be allowed to continue
with existing tap without annexation bu would be charged 11/2 times the inside water —,
rate. East Fork would have to be asked to agree to relinquish its service area
along old Hwy. 78 to Kreymer Lane after our line was installed. Mgr. Miller ex-
plained that the property owners were in agreement if the cost was around $90 per
acre and if it could be paid out, they would like to have the extension made.
Mr. Miller also explained his need to incorporate these two main line extensions
into the 250,00 gallon overhead grant/loan application in order to make it a total
effort instead of two or three small applications. Mr. Hogan explained this would
help more than hinder our chances for approval . Mayor Martin felt these should be
incorporated into the grant application. Alderman Minihan made a motion to submit
the pre-application and amend Resolution No. 1976-77-5-2 to incorporate the three
projects together and to allow ample contingencies. Seconded by Alderman Parker.
Motion Passed.
The departmental reports were given by Fire Chief Clark and Mgr. Miller.
The Mayor discussed a letter from the office of the Secretary of State concerning
a new combat ship to be commissioned U.S.S. Texas. The letter solicited contri-
butions for silver service and gifts to outfit the Officer Quarters aboard ship.
The Council turned it over to Mgr. Miller to co-ordinate the contributions.
Mayor Martin wanted the minutes to reflect the appreciation of City Attorney Ted
Kent for the good work he's doing for the City. Motion by Alderman Nall , seconded
by Alderman Parker to approve their appreciation. Motion Passed with gratitude.
