08-09-1977 (City Council) Minutes Regular City Council Meeting Aup �o�' 1�71E, TEXAS MM. Meeting was called to order at 7:00 P.M. by Mayor Martin. Invocation was given by Mayor Martin. All Alderman were present except Alderman Minihan who was out of town on buisness. City Manager Denton Miller, Acting City Secretary Barbara Ellis, City Attorney Ted Kent was also present. Approval of previous Monthly Bills & Previous Minutes. After all questions of 41e Bills & Minutes motion was made by Alderman Ratcliff to pass all Bills & `'inu` Seconded by Alderman Parker. Motion was carried all in favor. Public Hearing on rezoning for J.L.Gibson. Denton Miller explained the pur ose f this request and where the property was located. The Planning and Zoning E. 3rd has passed this request and has recommended that the City Council approve t is also. Motion was made by Alderman Nall to approve and pass this request on ;. rdinance # 77-12 AN ORDINANCE AMENDING ORDINANCE #62-5 SO THAT A VARIANCE IS GRANTED TO ALLOW A SINGLE FAMILY RESIDENCE IN A MULTI-FAMILY DISTRICT. Seconded by Alderman Ratcliff. Motion carried all in favor. Departmental Reports: Denton Miller read statistics on various Police Departmental activities. Wylie has a clearance of 59%. Questions were ask about the city police department & why they are not handling these reports of burglaries -more suffciently. (Billy Jack's Auto). Complaints on any and all police activities. Mayor Martin ex- ..., plained that this request concerning Mr. Pains Auto Buisness' buglary are to be to up with Chief Blanks. Mayor Martin thanked Mr. Pain for his concern about our Pol . Department. Mayor Martin said this would be a matter under consideration, Mayor Martin ask if there were any questions for Chief Blanks or Mr. Pain. Alderman Nall & Richard Parker explained that the concern of the Council was that the public is concerned about police cars parked at the Police Station at all times and not moving. Chief Blanks explained his officer were under payed and his problem was losing what officers he now has. And not to push them to hard. Placed under consideration at a later date. Danny Clark explained the work on fire trucks and all but one is in working order now. One other truck is in need of shop repairs. 1947 fire truck is in fire station and they have only until January 1978. No insurance credit on this truck after January. Denton explained how the fire department has worked so good lately. Danny told council how much Denton has helped the fire depart- ment since he has been City Manager. Mayor Martin thanked Chief Blanks and Billy Pain and Danny Clark for coming to the council meeting. Denton explained that he asked Bob Hogan and Frank Medanish to come and explain in more detail the grant made to the Home Administration of 250,000 gallons overhead storage. Whether or not to go ahead with the 7000 ft. extension or to back off and go ahead another direction. The city will underwrite this grant and then the people in this area would be liable to pay this amount on a later basis. Bob and Frank gave the council their opinion on these lines stretching outside city limits. Motion was made by Alderman Parker to proceed on grant for Water Tower but Mayor Martin said to wait to settle this until all council- men were present to vote as a whole body. Mayor Martin told Denton to put this subject on next agenda for the whole council to vote on. (2) rq, - - Mayor Martin told Denton to set up a special City Council meeting to talk more on whether or not to get Engineers to up date City Comprehensive Plan August 17, 1977 at 6:00 o'clock (Wednesday night) and to get notices out to council members and zoning board for this date. Public Hearing on rezoning for Mel Delaney. Mr Miller explained the rezoning request and location of property. The Planning and Zoning Board has passed this request and has recommended that the City Council approve this also. Motion was made by Alderman Nall to approve Ordinance #77-13. AN ORDINANCE AMENDING ORDINANCE #62-5,, SO THAT A PART OF ZONE R-1300-M IS CHANGED TO C-1 DISTRICT, COMMERCIAL, AND DECLARING AN EMERGENCY. Seconded by Alderman Parker, motion carried. Motion was made by Alderman Parker and seconded by Kenneth Nall to approve Resolution #1976-77-8-1 Resolution approving Assessment Roll as equalized by Board of Equalization. Water tap on line outside city limits. Foster Hanson wants to tap on our 2" line. After council discussion the motion was made by Alderman Kenneth Nall not to grant tap. Seconded by Alderman Ratcliff. Motion carried. After discussion the motion was made by Alderman Ratcliff to name the park after Mr. Kirby "Kirby Park". It was seconded by Alderman Parker. Motion w... was carried. After discussion the motion was made by Kenneth Nall to look into the lease of the Xerox copy machine and seconded by Alderman Parker. Motion carried. Denton explained and went over all the revenue expenditures for July 1977 and after all discussions motion was made by Alderman Nall to pass these bills. Seconded by Alderman Parker.
