Regular City Council Meeting
August 23, 1977
7:00 P.M.
The meeting was called to order at 7:00 P.M. by Mayor Pro-Tem Kenneth Nall .
Denton Miller City Manager, Barbara Ellis City Secretary,Ted Kent City Attorney,
all Alderman were present.
Invocation was given by Denton Miller.
Proposed Hearing on Revenue Sharing Funds for 1977-78. Denton Miller went over
account in detail for the Council members. After discussion the recommendation
was made by Alderman Nall and Seconded by Alderman Minihan for the Budget Committee
to consider & recommend for final budget approvial .
Discuss Water Tower inprovements & Main Line Extensions for the loan grant. Denton
explained to Alderman Akin about the last council meeting and what it consisted of.
Alderman Nall explained his views to the council of his discussion of the last
meeting. Motion was made by Alderman Parker for loan/grant for the Water Tower
improvements only and to delete the other main line extensions from the pre-
application. Seconded by Alderman Akin Motion carried all I ' s.
Comprehensive Plan future funding 1977-78 Fiscal Year. After discussion the moti
was made by Alder an Nall for Chuck Elledge,Deton Miller(Non voting member) ,
Richard Parker,Shirley Kent,to be appointed as a committee to work out this years
program on the comprehensive planning project to look over $5,000.00 suggested
amount to see what areas,which needs to be concentrated on for the best use of the
funds. Alderman Nall ask Denton Miller to contact these people and to appoint
Richard Parker as chairman of the board.The motion was made by Alderman Ratcliff
Seconded by Alderman Minihan. Moyion carried all I ' s.
Dicuss Bid 1977-4 (curb & Gutter work) Denton Miller read out Ordinance for this
bid,after discussion it was agreed to have a special meeting September 27, 1977
7:00 P.M.
1. Property appraisal by local realtor.
2. Newspaper publication 21 days prior to public hearing.
3. Letter of assessment amount 14 days prior to public hearing.

After discussion a motion was made by Alderman Akin to check out the lowest bidder
and if okayed go ahead with him. Seconded by Alderman Minihan. Motion carried all
I 's. Park sidewalk was discussed and was okayed by the council to go ahead as to
see contractors work.
Supplemental Monthly Bills were looked over by council and motion by Alderman
Ratcliff to approve bills Alderman Parker seconded ,Motion carried of all I 's.

Meeting was adjourned into executive session at 8:45 P.M.
Discussion; of Dr Trimble' s tax assessment on the Wylie Hospital Inc.
After discussion the council said to give him his appeal to come before
the council . Motion was made by Alderman Nall ,Seconded by Alderman Parker,
as to hear Dr. Trimble' s request and put him on the next City Council Agenda.
