09-13-1977 (City Council) Minutes Regular City Council Meeting 103
September 13, 1977
7:00 P.M.
Meeting was called to order at 7:00 P.M. by Mayor Martin. Invocation was
given by Denton Miller. Present was Mayor Martin,Denton Miller City Manager,
Barbara Ellis Acting City Secretary,Ted Kent City Attorney. All Alderman
were present. O.C.Blanks Chief of Police, Danny Clark fire chief were also
present.
Approval of previous Minutes and Monthly Bills were made with a motion by
Alderman Na1l ,Seconded by Alderman Ratcliff. Motion carried all in favor. -
The Public Hearing on the Revised Budget for 1976-77 and the Proposed Budget
for 1977-78 was conducted with Mayor Martin asking for comments & recommenda-
ions from the public. No changes were recommended from the public present.
Ordinance #77-14 AN ORDINANCE FIXING THE TAX RATE AND LEVY IN AND FOR THE
CITY OF WYLIE,TEXAS FOR THE YEAR 1977,UPON ALL TAXABLE PROPERTY IN SAID CITY
OF WYLIE,TEXAS FOR THE PURPOSE OF PAYING THE CURRENT EXPENSES OF SAID CITY
OF THE FISCAL YEAR ENDING SEPTEMBER 30, 1978;AND THE FURTHER PURPOSE OF
CREATING A SINKING FUND TO RETIRE THE PRINCIPAL AND INTEREST OF THE BONDED
INDEBTEDNESS OF SAID CITY; PROVIDING THAT THE EVENT ANY PROVISIONS OF THIS
ORDINANCE BE HELD UNCONSTITIONAL AND THAT SUCH HOLDING SHALL NOT AFFECT THE
REMAINING PROVISIONS HEREOF; REPEALING ALL ORDINANCES AND PARTS THEREOF IN
CONFLICT HEREWITH AND PROVIDING FOR PUBLICATION.
was read by Mr. Miller. Alderman Minihan made a motion to accept Ordinance .
# 77-14 as presented, seconded by Alderman Ratcliff.Motion carried all in
favor.
Ordinance # 77-16 AN ORDINANCE ADOPTING A BUDGET APPROPRIATING RESOURCES
FOR THE BUDGET YEAR BEGINNING OCTOBER 1, 1977. Alderman Minihan made a
motion to accept Ordinance # 77-16 as presented,seconded by Alderman Ratcliff.
Motiob carried all in favor.
Wylie Insurance Compreshensive & General Liability Insurance. Denton Miller
gave an explanation of the Insurance Policy. After discussion with the Council
menbers it was decided to do research on the matter. Alderman Minihan made
a motion to table this in order to have the Insurance Agent present at the next
meeting. Seconded by Alderman Akin. Motion passed all in favor.
Mr. Miller presented Resolution # 1976-77-9-1 A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF WYLIE,TEXAS AUTHORINIZING THE PAYMENT OF A SUBSIDY TO GIVE
FINANCIAL ASSISTANCE TO THE WYLIE HOSPITAL INCORPORATED IN THE AMOUNT OF 25%
OF TAX LEVY FOR EACH FISCAL YEAR, to the City Council . Motion by Alderman Nall
seconded by Alderman Akin to pass Resolution # 1976-77-9-1 as presented
effective with the 1977 tax levy. Motion carried all in favor.
Departme?al Reports- Chief Blanks gave a department report to the City Council .
Alderman Minihan ask status on blinking lights for school crossings. Mr.
Miller explained no blinking lights but the signs were ordered.Denton needs
to check into light at Hiway 78/Ballard Intersection. Danny Clark was present
and had no important news for the City Council except a report on the Fire
School held in Austin.
