Regular City Council Meeting
September 27, 1977
7:00 P.M.
Meeting was called to order at 7:00 P.M. by Mayor Martin. Invocation was
given by Alderman Pat Minihan. All Alderman were present except Alderman
Kenneth Nall who was out of town. Mayor Martin, Denton Miller City Manager,
Barbara Ellis Acting City Searetary, Ted KentCity Attorney were also pre-
sent.
A Public Hearing on Street Paving Assessments was conducted with Mayor Martin
presiding. Denton Miller explained to the Council the improvements of the
streets and costs of the improvements for the city and the property owners.
A letter,was read by Mayor Martin to the City Council by Maude E. Wheeler
concerning street pavements for Lots 9A,10A,11A,12A, Block 23, Railroad
Addition. After the reading of the letter Denton Miller read Ordinance
# 77-19. Alderman Nall ask people at the Public Hearing if there was any
opposed to these improvements. There were some who were in opposition to
it, the Council ask these people why they were opposed to the improvements.
After a discussion Alderman Minihan made a motion to pass Ordinance# 77-18
as it is written. Seconded by Alderman Parker. (futher discussion was)
If Ordinance was passed the contractor will do work on the City Park and
upon complection would be payed.The public will have a pay out plan up
to (5) five years before paving amount is due. Motion carried all in favor.
Second Ordinance concerning approval & adoption of estimate cost of improvements'
Motion was made by Alderman Parker. Seconded by Alderman Akin that Ordinance
# 77-19 ORDINANCE APPROVING AND ADOPTING ESTIMATE OF COST OF IMPROVEMENTS
AND OF AMOUNTS TO BE ASSESSED ON PORTIONS OF VARIOUS STREETS IN THE CITY
OF WYLIE,TEXAS. SAID STREETS BEING OUTLINEDIN AN APPENDIX TO THIS ORDINANCE
AND MAKING ASSESSMENT OF COST. To be approved as presented. Motion carried
all in favor.
Resolution # 1976-77-9-2 A RESOLUTION OF THE CITY OF WYLIE, TEXAS AUTHORIZING
THE CONSTRUCTION OF STREET IMPROVEMENTS, MEETING SPECIFICATIONS, FOR USE
BY THE CITY OF WYLIE,TEXAS was read by Denton MIller to Council and to the
Public present. After it was read motion was made by Alderman Ratcliff
to pass Ordinance 1976-77-9-2 as written. Seconded by Alderman Akin. MOtion
carried all in favor.
Review of final plat on Wylwood Estates IV to the City of Wylie from the
City Engineers with their comments.
Subdivision Review '
Fourth Installment
Wylwood Estates
As per your request, we have reviewed the above referenced subdivision
plans and offer the following comments and recommendations for your -
consideration.
1. 111.1.11 reference to your subdivision ordinance regarding final plats,
additional information should be included in the legal description 105
of the property to accurately locate the subdivision in reference
to the deed records of Collin County. More specifically, reference
should be made to volume and page number of the Collin County deed
records with regard to the tract of land being subdivided.
2. As per Section C, Item 4-d, of your subdivision regulations, lots 5
through 22 on the final plat have not been dimensioned as required.
Lines should have accurate dimensions in feet and hundredths and
with bearings and angles to street and alley lines to the nearest
second.
3. On the final plat, the cul-de-sac on Woodhollow Court should be
dimensioned, i.e. radius and curve data along each lot.
4. We were unable to determine the location of Curve No. 1 on the final
plat. This should be clarified.
5. _ _ As per Section5C, Item 1, of your regulations, the final plat does-
not denote the proper size and type of permanent markers for boundaries,
block corners, curve points, etc. The Engineer's certification does
not indicate that these markers are of approximate size and material
as required.
6. Address of both subdivider and engineer should be shown on the final
plat.
7. As per Section 3C, Item 13, no cross-section of proposed streets
showing width of roadways and locations and width of sidewalk has
been provided. Residential streets shall have minimum pavement
width of 27 feet, back of curb to back of curb.
8. On sheet 2 of the construction plans, strength of reinforced concrete
for pavement has not been specified.
9. As per Section 4A, Item 7, the minimum outside roadway radius of
Woodhollow Court shall be a minimum of 40 feet.
10. It is recommended that the length of the vertical curve at station
13 + 00 on Woodhollow Court have a minimum length of 160 feet rather
than 100 feet as designed. Reference 1976 Edition of the Transporta-
tion and Engineering Handbook where Length = 28 (G2-G1).
11. No cross-section of alley pavement has been shown on the construction
plans.
12. Mechanical joints shall be used on water line fittings. No leaded
joints shall be allowed.
13. It is recommended that no vertical curvature in sewer lines be allowed.
All sewers shall be a minimum of 5 feet deep to the invert of the pipe.
Please note lines "F" and "G" where vertical curvature has been proposed.
14. On sheet six of the construction plans, no sewer line radius has been
denoted. Minimum radius for 8-inch V.C.P. is 110 feet. . The horizontal
curvature on Line "E" at the intersection of F.M. 544 and the County
Road appears to have a radius less than the minimum.
15. As per Section 5E, Item 2, a minimum of 8-inch sewer pipe shall be
specified. Lines "F" and "G" are 6-inch in diameter.
Please note that no construction specifications have been provided for
review. It is recommended that all construction specifications be approvedprior to commencing construction.

Denton Miller ask Gary Roddy if City Council approved the plat would he go
with the plat as specified in the City Ordinances. After discussion the motion
was made by Alderman Minihan to pass the plat after all problems that were
discussed does satisfy ordinances. Seconded by Alderman Ratcliff. Motion
carried all in favor. Contingency 10,13,14, discussed by City Manager,Engineers
& Builders.
APublic Hearing on rezoning of Railroad Addition Lots 6,7, Block 32, &Lots
10,11,12,13, Block 32, was conducted. After discussion motion was made by
Alderman Minihan to pass Ordinance # 77-17 AN ORDINANCE AMENDING ORDINANCE
# 62-5, SO THAT A PART OF ZONE R-900-F AND ZONE MF, ARE CHANGED TO C-R-1,
COMMERCIAL, DISTRICT, AND DECLARING AN EMERGENCY. for the rezoning of these
lots as recommended by Planing & Zoning Commission Seconded by Alderman Akin.
Motion carried all in favor.
Mr. Miller presented Ordinance # 77-20 AN ORDINANCE ESTABLISHING DEPOSITS
FOR WATER SERVICE; ESTABLISHING A CHARGE FOR SETTING UP AND TURNING ON
WATER SERVICE; PROVIDING A SERVICE CHARGE FOR ALL CHECKS RETURNED; PROVIDING
A 10% PENALTY ON PAST DUE ACCOUNTS; REPEALING ORDINANCE # 76-8; PRESCRIBING
PENALITIES AND DECLARING AN EMERGENCY. to the City Council . After discussion
upon the matter, Alderman Akin made a motion to pass Ordinance # 77-20 as
presented, Seconded by Alderman Ratcliff. Motion carried all in favor.
Mel Delaney's special permit. After discussion the need for a special permit
for a non-conforming use in a Residential District. The Council ask Mr. Delaney
to investigate it futher because it would need to be requested though the
Planing & Zoning Commission, then it goes to the City Council before a permit
can be issued.
Meeting adjourned into executive session at 9:00 P.M.
