Regular City Council Meeting
November 8, 1977
7:00 P.M.
The meeting was called to order by Mayor William Martin at 7:06 P.M.
The Invocation was given by Curtiss Ratcliff. All Alderman were present
except Alderman Minihan who is serving as election judge. Mayor William Martin,
City Manager Denton Miller, Acting City Secretary Barbara Ellis, Ted Kent,
City Attorney & 0.C. Blanks Chief of Police along with Representatives
from the Fire Station. Art Harris the new Fire Chief, and Mike Rawlings the
assistant Chief were there.
Approval of the Previous Minutes and Monthly Bills was discussed and after a full
discussion the motion was made by Alderman Akin to pass and approve the minutes
and bills as presented. Seconded by Alderman Ratcliff. Motion carried all in favor.
Departmental Reports- Chief Blanks was present to answer any questions concerning
the Wylie Police Department. The City Manager introduced to the Council the
new Fire Chief Art Harris who then went over the results of the Fire Department
Elections. Art Harris Fire Chief, Mike Rawlings Assistant Fire Chief,Travis
Lee Captian, "Mike Young lieutenant, and Larry Allen Sect/Treasure. After discuss-
ion Mayor Martin asked Art Harris what condition the Fire equipment was in. ,
Mr. Harris explained that the vehcials are in fairly good shape. One truck
needs a new pump. Mike Rawlings explained that each truck now has (6) six men
assigned to the truck to keep it in working order. With no other questions for
the Fire Department Mayor Martin thanked Chief Harris for his report and Mike
Rawlings for coming to the meeting.
Discussion on Phase I Planning Contract with the Engineers - Denton Miller went
over the Phase I Contract & the Contract Cost with the Council . Mayor Martin asked
Frank Racer about the certain steps and in what order these steps would be taken
in. Frank explained that steps are to be put in order as the most priority comes
first. Mr. Racer then introduced two men to the Council Mr. Rodger Powell , and
Will Haygood, these men will be working with his company on the Phase I Contract.
After a lengthly discussion the motion was made by Alderman Parker to accept the
Phase I Contract as presented to the Council . Seconded by Alderman Akin. Motion
carried all in favor.
Preapplication to The Farmers Home Administration- Denton Miller read over a
letter sent back to the City of Wylie stating that the Administration suggest's
thati the' City sellHour own Bonds first. A meeting has been set up for-November
22,22, 1977 at 5:00 P.M. with N.T.M.W.D. & H.D.R. & Frank riedanich. The item was
tabled until at which time this meeting will take place.Motion was made by Alderman
Nall seconded by Alderman Ratcliff. Motion carried all in favor.
Resoluation # 1977-78-11-1 To accept the Highway Commission Minute # 73461. After
a discussion by the Council the motion was made by Alderman Nall seconded by
Alderman Parker to accept this Resotuation # 1977-78-11-1 as presented to the
Council . Motion carried all in favor.

Speed Zone Ordinance- AN ORDINANCE ALTERING THE PRIMA FACIE SPEED LIMITS
ESTABLISHED FOR VEHICLES UNDER THE PROVISIONS OF SECTION 8 OF ARTICLE 827A
VERNON'S TEXAS PENAL CODE, UPON F.M. HIGHWAY NO. 544 OR PARTS THEREOF,
WITHIN THE INCORPORATE LIMITS OF THE CITY OF WYLIE , AS SET OUT IN THIS
ORDINANCE: AND PROVIDING A PENALITY OF A FINE NOT TO EXCEED $200.00 FOR THE
VIOLATION OF THIS ORDINANCE. After discussion of the Ordinance the motion
was made by Alderman Parker to pass & approve the Ordinance as presented
to the Council . Seconded by Alderman Nall . Motion carried all in favor.
Ordinance # 78-6- AN ORDINANCE OF THE CITY REGULATING THE INSTALLATION OF
WATER AND SEWER MAIN EXTENSIONS; REPEALING ORDINANCE NO. 62-9 AND ORDINANCE
NO. 75-6; DEFINITIONS; PROVIDING FOR PRO RATA CHARGES;PROVIDING FOR EXTENSION
OF WATER AND SEWER LINES TO INDIVIDUAL PROPERTY OWNERS; PROVIDING FOR TAPPING
CITY MAINS, CHARGES; PROVIDING FOR EXTENSIONS OF WATER AND SEWER LINES TO
SUBDIVISIONS AND WITHIN SUBDIVISIONS; LIABILITY FOR MATERIALS; NO FUNDS
AVAILABLE; PROVIDING FOR METHOD OF ENFORCING PAYMENT; CHARGES TO BE CREDITED TO
WATER AND SEWER SYSTEM FUND;WHEN OWNER MAY INSTALL; PROVIDING FOR ALTERNATE
• PLAN FOR INSTALLATION OF WATER AND SEWER EXTENSION; EXEMPTIONS; PURPOSE
OF ORDINANCE WHERE FRONT FOOT RULE INEQUITABLE; NO VESTED RIGHTS; PROVIDING
FOR REPLACEMENT OF SUBSTANDARD WATER AND SEWER MAINS UPON REQUEST BY PETITION;
PROVIDING THE EFFECTIVE DATE OF THE ORDINANCE. This Ordinance was introduced
to the Council by Denton Miller and went over all questions with the Council
concerning the Ordinance. After the discussion a motion was made by Alderman
Parker to accept Ordinance as presented to the Council . Seconded by Alderman
Akin. Motion carried all in favor.
Meeting adjourned at 9:30 P.M. into executive session.
