12-13-1977 (City Council) Minutes 112 REGULAR CITY COUNCIL MEETING December 13, 1977 7:00 P.M. The meeting was called to order by Mayor William Martin. The invocation was given by John Akin. All Alderman were present, Mayor Martin, City Manager, Denton Miller, City Attorney, Ted Kent, City Secretary Barbara Ellis, Chief Blanks, Chief Harris, Assit. Chief Rawlings, Danny Clark, Melvin Delaney, Sparkey-Becham, Shirley Kent, Chuck Elledge, representatives of the bid companies on the Fire truck. Approval of the previous minutes, and monthly bills was made by Alderman Minihan seconded by Alderman Ratcliff. Motion carried all in favor. Mayor Martin opened the Budget Hearing on the Revenue Sharing funds to be spent for Fiscal' year 1977-78. He explained the date discrepency on the one held in September. There being no change requested and no oposition on the proposed budget Alderman Minihan made a motion to accept it as originally proposed in September. Seconded by Alderman Parker. Motion carried all in favor The department heads present gave reports of activities in their departments. Mr. Miller brought the council up to date on the auto. accident involving the. police car. Fire Chief Harris went over the Collin County Fire Districts with the council . The council asked Mr. Miller to secure a letter from the City of Murphy dealing with the overlap of their territory into our extra territorial jurisdiction. The contract with H.D.R. for the Study Report on Wastewater Treatment Plant Improvements costing $3,000 was discussed with. Bob Scalf. Alderman Akin made a motion to accept and Alderman Nall seconded. Motion passed with all in favor. Melvin Delaney spoke to the council concerning the approval of the estate type subdivision of Wylie Ranch East. Mr. Delaney stated he requested estate type zoning over two years ago and still felt it was needed. He also discussed the planning and zoning commissions role in the subdivision. He read a letter from L & N Management, Inc. to the P & Z Commission concerning the same problem. Mr. Miller went over the Final Plat of Wylie Ranch East 113 and the variances that were requested by Mr. Becham, and recommended for ap- proval by the P & Z Commission. Motion was made by Alderman Akin, seconded by Alderman Parker to accept the Final Plat of Wylie Ranch East with the variances requested. Motion passed with all in favor. Melvin Delaney asked for a 90 day extension in the filing of his Final Plat on Getaway Estates subdivision. Motion by Alderman Akin, seconded by Alder- man Ratcliff. Motion passed with all in favor. Dr. T. M. Trimble III was present to comment on the need for additional water supply to serve the hospital in order to add a sprinkler system and get back on Medicare. Mr. Miller explained the estimate of $4,451.50 was for materials only and did not include labor. Motion by Alderman Akin, seconded by Alderman Ratcliff to table the extension of the 8" water line until another time. Motion passed with all in favor. Sunfire Apparatus 1612.80 Motion by Alderman Akin to accept Friendly Truck Center bid for $8756.40 and Sunfire Apparatus bid for $25966.00 seconded by Alderman Ratcliff. Motion carried all in favor. Motion by Alderman Minihan seconded by Alderman Ratcliff to accept Sunfire Apparatus bid of $1612.80 for the portable pump/motor. Motion passed with all in favor. - • 114 Mr. Miller read the bids on the radios. He recommended the low bids from Ken's Communication of 4-Genave #ML-III-1 @ $413.25 each, 1-Genave #GMT-1 @ #351.50, and 1-Genave #GMT-240-1 @ $422.75 for a total of $2427.25. Motion by Alderman Nall seconded by Alderman Minihan to accept the bid. Motion passed with all in favor. Mr. Miller read proposed speed zone ordinance for HWY-78. Motion by Alderman Parker to accept Speed Zone Ordinance #78-7, "An Ordinance Altering The Prima Facie Speed Limits Established For Vehicles Under The Provisions Of Section 8 Of Article 827a, VTPC, Upon State HWY-78 or Parts Thereof, Within The Incorporate Limits of The City Of Wylie; As Set Out In This Ordinance; And Providing A Penality Of A Fine Not To Exceed $200.00 For The Violation Of This Ordinance," Seconded by Alderman Nall . All voting for except Alder- man Akin. Motion Passed. Mr. Miller read a proposed amendment to Ordinance #71-11. Motion by Alderman Nall second by Alderman Ratcliff to accept Ordinance #78-8, An Ordinance Amending Subdivision Ordinace #71-11 as Amended, Section 9-14-10 (B) Penalty; Severability; Effective Date. Motion passed with all in favor. Mr. Miller read a proposed ordinance authorizing existing & new traffic control --R devices. Motion !by Alderman Akin, seconded by Alderman Parker to accept Or- dinance #78-9 "An Ordinance Authorizing Existing Traffic Control Devices, the Installation of New Traffic Control Devices, Signals, and Signs, and Directing the City Manager To Erect Such Devices, Signals and Signs as may be provided for in Any Subsequent Ordinance; And Providing For the Prima Facie Evidence Rule with Respect To Such Devices, Signals and Signs As May Be Actually Installed. Mr. Miller went over the Budget Report for November with the Council . Christmas Bonuses were discussed with the Council instructing Mr. Miller to draw up checks of $100 each for the three Department head or above employees, $75 each for the three sub-department heads, $50 each for those having five years or over service, $25 each for those having less than five but more than one year of service, and $15 each for those with less than one year or part- time.
