01-10-1978 (City Council) Minutes Regular Council Meeting 115 January 10, 1978 7 : 00 P.M. 1. The meeting was called to order at 7 : 00 P.M. by Mayor William Martin. All Alderman were present except Alderman Ratcliff who was sick. Mayor William Martin, City Manager Denton Miller, Acting City Secretary Barbara Ellis , City Attorney Ted Kent, Chief O.C. Blanks, Fire Chief Rawlings , and Assistant Chief Housewright was also present. 2 . Approval of the previous minutes and monthly bills. After a full discussion amoung the Councilmen the motion was made by Alderman Akin to pass and approve the minutes and monthly bills. Seconded by Alderman Parker. Motion carried all in favor. 3. Departmental Reports . Chief O.C. Blanks presented the Council with the monthly reports for the Police Department Activities. Mayor Martin ask the Council if there were any questions for Chief Blanks. After all the questions were ask and answered Mayor Martin thanked - Chief Blanks for coming. Kenneth Swayze came before the Council to discuss with them the problems contractors are having with juveniles in the Wylie area destroying property. After a lengthy discussion a motion was made by Alderman Minihan for the City Manager to get together with the City Attorney to write an article for the news paper informing the public about what is happening with the contrac- tors and their construction sites . Also to get signs put up on the sites to warn against trespassors on private property. To have the schools present these problems to the students and about the action:. that will be taken if and when they are caught- doing these acts of damage on the development and: new home sites. Seconded by Alderman Akin to have these previous motions put in action. Motion carried all in favor. 4. After no futher discussion on the damages on the construction sites , Fire Chief Rawlings came before the Council to bring them up to date on the Fire Department Activities . Chief Rawlings- told the Council that Art Harris the former Fire Chief had resigned at their last Fire Department Meeting. The new Fire Chief is Mike Rawlings and the new Assistant Chief is John Housewright. Denton Miller then told the Council about a problem the fire department is having when fighting fires for the City of Dallas and their fire areas in- side Collin County. Mr.. Miller has discussed this problem with the Dallas City Manager, he and Denton Miller are going to- set up a meeting with each other to discuss and find a solution to their problems. After no futher discussion on this _item Mayor Martin thanked Chief Rawlings and Assistant Chief Housewright for coming. 5. A Public Hearing on the Rate Increase for T.P. & L. filed with the City of Wylie. After a presentation given by Jim Taylor explaining the need for a rate increase . The Council had a discussion amoungthcm selves and a motion was made by Alderman Akin to approve Resolution # 1977-78-1-1. Suspending the Rate Increase. Seconded by Alderman Parker. Motion carried all in favor. 116 6. Audit Report for the Fasial Year ending September 30, 1977 . City Manager Denton Miller went over the audit with the Council . Mr. Miller ask if any area's need to be clarified. After the discus- sion amoung the Council and the City Manager on the ditferen programs that the billing machine would handle the Council in- • structed Mr. Miller to secure the new program to handle the tax statement on the L-5000 for this next year. The Council then moved to the next item on the agenda. 7 . Appointment of the Auditors for the fiscal year 1977-78 . Motion was made by Alderman Minihan to accept Williams , Bradford and Williams as the Auditors for the next fiscal year. Seconded by Alderman Nall . Motion carried all in favor. 8 . Wylie Pirate Sign at Highway 78 , and the painting of the Water Tower. Mr. Miller explained the cost and the different steps it would take to paint the Water Tower. He explained about the new sign that is going to be put up along side of Highway 78 where the old sign that says . Welcome To Wide Awake Wylie is now standing . The new sign will read(Wylie Pirate 2 A.A. State Champs) . Mr. Miller ask the Council if they would approve the errecting of the new sign. The Council says they will approve the new sign only after the Lions Club has approved it first. Mr. Miller then told the Council that the full cost of repainting the water tower cylinder is $475 . 00, consisting of 2 coats of white paint, cleaning and spot m iming before painting. To paint only one side of the tower with 2 flags and the words State 2 A.A. Champs it would cost the City $750. 00. After a lengthy discussion between the new sign and the cosy.. of painting the water tower a motion was made by Alderman Akin to appoint Alderman Nall to Approach the Quarter Back Club about a contribution of $1, 000 . 00 toward the new sign for the State Champion ship . Seconded by Alderman Parker. Motion carried all in favor.Alderman Akin concluded with. the statement that the - Council was very very proud of the Wylie Football Team and that the Council wants to show their thanks and appreciation to the boys for their 1977 State 2 A.A. Championship win. 9. Discussion on the Speed Zone for F.M. 2514 in the Wylie City Limits. Denton Miller read the letter from the State Highway Department on their reply to the 40 M.P.H. speed zone on F.M. 2514 inside the • Wylie City Limits . Motion was made by Alderman Minihan to accept the 40 M.P.H. speed zone on F.M. 2514 inside the City Limits and to prepare an ordinance for the next meeting. Seconded by Alderman Akin. Motion carried all in favor. • 10. Wylie Hospital 8" Water Extension. Denton Miller explained to the Council that the reason this item had came up again was that Dr. Trimble had informed him he was about to sign a contract for the Water Sprinkler System that requires the 8" extension. He would like to know if the City is going to pay for and put in the water extension needed for the Hospital sprinkler system? After a lengthy discussion on the subject -a motion' was made by Alderman Nall to table the Councils decision until further questions are answered about the situation. Seconded by Alderman Minihan. Motion carried all in favor. Mr. Miller was also instructed to find out if Dr. Trimble could afford to pay $3, 500 . 00 toward the price of the water extension. Mr. Miller was also ask to find out what the time table 117 was concerning on how long the hospital was entending on staying at its present location. The Council instructed Mr. Miller to find out if the Over Head Storage pressure could suffciently handle the sprinkler system. The motion was made to adjourn into excutive session.
