02-14-1978 (City Council) Minutes 118 Regular City Council Meeting February 14, 1978 7:00. P.M. 1. The meeting was called to order at 7:00 P.M. by Mayor William E. Martin. Present were Mayor William E. Martin, City Manager Denton Miller , Acting City Secretary Barbara Ellis, City Attorney Ted Kent, Police Chief 0.C. Blanks, Fire Chief Mike Rawlings, and Fire Captian Travis Lee. Invocation was given by Alderman Ratcliff. All Alderman were present. 2. Approval of the Previous Minutes and Monthly Bills. After a full discussion of the minutes and bills the motion was made by Alderman Minihan to pass and approve the previous minutes and monthly bills. Seconded by Alderman Ratcliff. Motion carried all in favor. 3. Departmental Reports. Chief 0.C. Blanks came before the Council and presented to them the monthly report for the Police Department Activities. After the Council had gone over the report Mayor Martin ask if the Council had any questions for• Chief Blanks. After all the questions had been answered Mayor Martin thanked Chief Blanks for coming. Next Fire Chief Mike Rawlings came forward with the monthly Fire Department Report. Fire Chief Rawlings then introduced to the Council Fire Captian Travis Lee. Mayor Martin then thanked Chief Rawlings and Captian Lee for coming. 4. Roland Kreymer came before the Council and explained to them the problems he is having with his alley washing away. He explained to them that the alley had been dug out about 6' and water is running across the alley and is washing it away. Mr. Miller told the Council that .Hillcrest Manor was responsible for the alley being dug out and it being washed away. 5. 8" Water Main Extension for the Wylie Hospital . Denton Miller explained to the Council that Dr. Trimble could go the $3,500.00 of his share on the 8" Water Main Extension the Council ask Mr. Miller to find out about. Mr. Miller also told the Council that the present location of the hospital will be the hospital 's location for at least 3 to 4 years longer . The pressure on the system is adequate to handle the new water system . Motion was made by Alderman Akin to help the hospital with the cost and installation of the water main, if Dr. Trimble will pay his share of $3,500.00. Alderman Parker ask if Dr. Trimble would pay the full cost of the water system except the labor. After a discussion amoung the Councilmen the motion on the floor was with drawn by Alderman Akin. The motion was then made by Alderman Minihan that the Wylie Hospital be responsible for the entire cost of the 8" Water Main Extension because it was a business and a business should pay for the extra services needed. Seconded by Alderman Nall . Motion carried four for and one opposed John Akin opposed. 6. Speed Zone Ordinance for F.M. 2514. Denton Miller read the proposed ordinance to the Council . Motion made by Alderman Minihan to approve Ordinance No. 78-10 AN ORDINANCE ALTERING THE PRIMA FACIE SPEED LIMITS ESTABLISHED FOR VEHICLES UNDER THE PROVISIONS OF SECTION 8 OF ARTICLE 827a VERNON's TEXAS PENAL CODE, UPON F.M. HIGHWAY NO. 2514 OR PARTS THEREOF, WITHIN THE INCORPORATE LIMITS OF THE CITY OF WYLIE, AS SET OUT IN THIS ORDINANCE: AND PROVIDING A PENALITY OF A FINE TO EXCEED $200.00 FOR THE VIOLATION OF THIS ORDINANCE. Seconded by Alderman Ratcliff. 119 Motion carried all in favor. 7. Order Establishing City Officer's Election. Motion made by Alderman Nall . Seconded by Alderman Parker to adopt the Order Establishing Procedure For City Officer's Election. Motion carried all in favor to adopt the Resolution. 8. Order calling for City Officer's Election of April 1, 1978 for Mayor, 2- Alderman term's was issued by Mayor William E. Martin. 9. Appointment of Wylie's representative to East Fork Water Quality Advisory Council for a three year term. After a discussion amoung the Councilmen the motion was made by Alderman Akin to appoint City Manager Denton Miller to the water board. Seconded by Alderman Ratcliff. Motion carried all in favor. 10. Motion was made by Alderman Minihan that the City Attorney & City Manager prepare a letter for the City Council to the effect that the City Council feels that the Mayor who is the chairman of thr Birmingham Trust is placed with an unnecessary burden of being chairman of the Trust which hinders his performance as Mayor, and the Council would like to be changed or amended to relieve the Mayor of this burden, and send this to the Birmingham Trust, Seconded by Alderman Nail . Motion carried all in favor. 11. Motion was made by Alderman Minihan and seconded by Alderman Nall to provide up to $50.00 reimbursement to Judge King to attend a Seminar for Municipal Court Judges in Abilene February 22-24 1978.
