Special City Council Meeting
May 23, 1978
7 : 00 P.M.
The meeting was called to order at 7 : 00 P.M. by Mayor John W.
Akin. Present was Mayor John W. Akin, City Manager Denton W.
Miller, City Secretary Barbara Ellis , City Attorney Ted Kent ,
Also present were all Councilman and Councilwoman. Present to
represent H.D. & R. was Jay Banister.
Appointment of a representative for a (2) two year term to
serve on the North Texas Municipal Water District Board for the
City of Wylie. Motion was made by Alderman Minihan to reappoint
C. Truitt. Smith for a (2) two year term on the N.T.M.W.D. Board.
Seconded by Alderman Swayze. Motion carried all in favor.
Bid discussion $ award of Bid 1978-4 on materials for water
department. The City Manager read the five bids to the City
Council and after a discussion amoung the Council the motion
was made by Alderman Swayze to accept Trans-Tex Supplies bid.
Seconded by Alderman Parker. Motion carried all in favor.
Petetion for annexation- Melvin Delaney. ( To correct mete &
bounds description of land annexed under Ordinance #77-1)
The Council will have to hold a public hearing and pass a new
Ordinance to correct the mete 1c, bounds description of the
property.
Petition for annexation- Dr. T.M. Trimble of 3. 62 ac. A public
hearing be set and the proposed annexation will be published in
the news paper. Motion was made by Alderman Ratcliff to accept
the proposed annexation petition. Seconded by Councilwoman Kent.
Motion carried all in favor.
Petition for annexation- Carl Riehn for N.T.M.W.D. of 12 . 149 . ac.
Will require a public hearing and will be put into the news paper
as a proposed annexation. Motion was made to accept the proposed
annexation. Seconded by Councilwoman Kent . Motion carried all in
favor.
Special Proclamation. Mayor John W. Akin Proclaimed June 6 , 1978 as
William E. Martin Day.

Proposed Traffic Ordinance for both Vehicular and Pedestrian. After
a discussion amoung the Council a motion was made by Alderman Parker
to accept the Ordinance # 7g- 11 (AN ORDINANCE PRESCRIBING REGULATIONS
FOR TRAFFIC, BOTH VEHICULAR AND PEDESTRIAN, IN AND THROUGH THE CITY
OF WYLIE, TEXAS REPEALING ORDINANCE # 71-15 , ORDINANCE # 73- 1 ,
ORDINANCE # 10-10-61 , ORDINANCE # 62-10 , ORDINANCE # 78-9 . Seconded
by Alderman Ratcliff. Motion carried (4) in favor and (1) opposed.
Proposed Park $ Recreation Ordinance . A discussion amoung the
Council to change a few sections was conducted. It was decided that Al
Draper recommend an appointment of one more member to this board in order
to have 9 members (5) in City limits , (4) in the Wylie Independent
School District ; and let July 1 , as the yearly appointment date .
Discussion of Engineering Services for Proposed municipal complex.
Mayor Akin welcomed Jay Banister from H.D. & R. Engineering to the
Council Meeting. Mr. Banister explained to the Council the steps
that will be necessary and what it will cost the City for these
studies . After a lengthly discussion Mayor Akin thanked Mr. Banister
for coming and for his presentation to the Council .
A discussion amoung the Council and a motion was made to set the
Equalization Board date for June 24 , 1978 by Alderman Ratcliff. Seconded
by Alderman Parker. Motion carried all in favor.
Adjourned into executive session at 9 : 00 P .M.
