Meeting was called to order at 7 :00 P.M. by Mayor Akin. Invocation
was given by Alderman Minihan. Present was Mayor John Akin, City
Manager Denton Miller, Acting City Secretary Barbara Ellis, City
Attorney Ted Kent, Police Chief O. C. Blanks , Fire Chief Mike Rawlings,
all Alderman And one Councilwoman was also present, Representatives
of various organizations intrested in park facilities in Wylie were
also in attendance.
Approval of Previous Minutes and Monthly Bills . After a discussion a
motion was made by Alderman Minihan to pass and approve the monthly
bills and previous minutes . Seconded by Alderman Swayze. Motion
carried all in favor.
Confirmation of new Planning and Zoning Commission. After a discussion
a motion was made by. Councilwoman Kent to confirm the new Planning
and Zoning Commission. Seconded by Alderman Parker. Motion carried
all in favor.
Proposed Traffic Ordinance both Vehicular and Pedestrian. After a
discussion a motion was made to Table this item until the next
City Council Meeting.
Presentation of Parks & Recreation needs by the Chamber of Commerce
Committies. After the presentation Mayor Akin thanked the Chamber all
parties concerned for their presentation.
Mr. Penkis $ Son of Nor-Tex Nursey came before the City Council with
a request to extend a water line to his property to water some plants .
The City Manager was instructed to take care of the necessary paper
work for Mr. Penkis. Mayor Akin thanked Mr. Penkis $ Son for coming
before the Council.

Update on Employee Insurance. The City Manager informed them that
the Employee Insurance was going up effective June 1 , 1978
Departmental Reports- Chief O.C. Blanks came before the Council
with the Monthly Activities Report for the Police Department. Mayor
Akin ask the Council if they had any questions for the Chief. After
the report Mayor Akin thanked Chief Blanks for his report. Mr. Miller
gave a report update on the Municipal Court Activities. Fire Chief
Rawlings came beforethe Council with the Monthly Fire Activities Report.
After a discussion with the Council Mayor Akin thanked Chief Rawlings
for coming.
, Confirmation of City Secretary- Mr. Miller explained to the
Council that the probation period is over. A motion was made by
Alderman Minihan to accept Barbara Ellis as City Secretary.
Seconded by Alderman Ratcliff. Motion carried all in favor.
Equalization Board Appointment. After a discussion amoung the
Council a motion was made by Alderman Swayze to accept the three new
board members . Chuck Elledge, Ross Miller and Sue Webster.
Seconded by Alderman Parker. Motion carried all in favor.
Monthly R. $ D. Report. Mr. Miller went over the report with the
City Council. After no questions the Council then moved to the next item
on the agenda.
Request for July Jubilee on temporary street closing. After a discussion
amoung the Council it was a greed that the Buisness ' concerned be
notifed of the closing of the street so if they had any objections
the City would know of their objections .
Calling of a Special City Council Meeting on May 23, 1978 .
Motion was made to adjourn into excutive session at 10 :00 P.M.

AMENDMENT TO MINUTES:
Proposed Ordinance annexing 2 tracks of land petitioned by owners into
the City of Wylie . Motion by Alderman Parker to approve Ordinance #78-16
AN ORDINANCE ANNEXING THE HEREINAFTER DESCRIBED TERRITORY TO THE CITY OF
WYLIE, COLLIN COUNTY; TEXAS , AND EXTENDING THE BOUNDRY LIMITS OF SAID CITY
LIMITS, AND GRANTING TO SAID TERRITORY AND TO ALL PRESENT AND FUTURE IN-
HABITANTS OF SAID PROPERTY ALL OF THE RIGHTS AND PRIVILEGES OF OTHER
CITIZENS AND BINDING SAID PRESENT ANDFUTURE INHABITANTS BY ALL THE ACTS
AND ORDINANCES OF SAID CITY. Seconded by Alderman Ratcliff. Motion
carried all in favor .
