July 11 , 1978
7 : 00 P.M.
Meeting was called to order by Mayor Akin at 7 : 00 P.M. Invocation
was given by Mayor Akin. Present were Mayor Akin, City Manager Denton
W. Miller, City Secretary Barbara Ellis , Chief of Police O.C. Blanks ,
Fire Chief Mike Rawlings , City Attorney Ted Kent , all Councilmen and
Council Woman were present and the general public.
Approval of previous minutes and monthly bills . Motion made b-I Alder-
man Parker to pass and approve the minutes and bills . Seconded by
Alderman Ratcliff. Motion carried all in favor.
Request by First State Bank of designation of one way alley and one
way street . Stan Shivley came before the Council to explain the need
of the bank for the one way alley and one way street . Motion for
instituting an emergency traffic test plan by Alderman Minihan into
an Ordinance for the next regular meeting designating the alley between
W. Marble and W. Jefferson in the 100 Block. One way to the North betwe-
en W. Jefferson and W. Marble and between N. Ballard and N. Jackson one-
way to the East . Seconded by Alderman Swayze . Motion carried all in
favor. Motion to approve expenditures of funds to purchase the necessary
signs . Councilwoman Kent seconded Alderman Swayze . Motion carried all
in favor.
Proposed Ordinance granting to Cable Vision of Wylie a franchise to
furnish and supply cable T.V. to the general public in the City of
Wylie . After a discussion among the Council and the City Attorney
motion was made to approve Ordinance # 78- 20 AN ORDINANCE GRANTING
TO CABLEVISION OF WYLIE, A SUBSIDIARY OF CABLEVISION EQUIPMENT COM-
PANY, ITS SUCCESSORS AND ASSIGNS, A FRANCHISE TO FURNISH AND SUPPLY
CABLE TELEVISION (CABLEVISION) TO THE GENERAL PUBLIC IN THE CITY OF
WYLIE, COLLIN COUNTY, TEXAS, AND THE ENVIRONS THEREOF; PROVIDING
FOR FRANCHISE FEE; PROVIDING FOR THE WAIVER OF A FEE OR CHARGE FOR
THE USE OF THE STREETS, ALLEYS AND PUBLIC WAYS, AND PROVIDING THAT
IT SHALL BE IN LIEU OF OTHER FEES AND CHARGES, EXCEPTING AD VALOREM
TAXES, by Alderman Ratcliff. Seconded by Alderman Parker. Motion
carried all in favor.
Proposed Ordinance annexing 3 tracks of land petitioned by owners in-
to the City of Wylie . Motion made by Alderman Parker to approve Ordin-
ance #78- 21 , AN ORDINANCE ANNEXING THE HEREINAFTER DESCRIVED TERRITORY
TO THE CITY OF WYLIE, COLLIN COUNTY, TEXAS, AND EXTENDING THE BOUNDRY
LIMITS OF SAID CITY LIMITS, AND GRANTING TO SAID TERRITORY AND TO
ALL PRESENT AND FUTURE INHABITANTS OF SAID PROPERTY ALL OF THE RIGHTS
AND PRIVILEGES OF OTHER CITIZENS AND BINDING SAID PRESENT AND FUTURE
INHABITANTS BY ALL OF THE ACTS AND ORDINANCES OF THE SAID CITY. Sec-
onded by Alderman Swayze. Motion carried all in favor.
Proposed Ordinance amending Zoning Ordinance #62- 5 , Motion made by
Alderman Parker to approve Ordinance # 78- 22 , AN ORDINANCE AMENDING
ORDINANCE #62-5 AS AMENDED; SECTION 7 , B, IIb ; SECTION 7 , B, IIIb ;
SECTION 7 , B IV b; SECTION 8 , E; SECTION 9 , E; SECTION 10, A, 2 ;
SECTION 10, B, 2 ; SECTION 15 ; ADMINISTRATION AND ENFORCEMENT; VIO-
LATIONS AND PENALITIES; BOARD OF ADJUSTMENT; INTERPRETATION OF
ORDINANCE; AMENDMENT AND CHANGES; VALIDITY CLAUSE; EFFECTIVE DATE,
as presented. Seconded by Alderman Minihan. Motion carried all in
favor.
Proposed Ordinance Regulating the Construction of Sidewalks and
Driveway Approaches . Motion was made to accept and approve Ordinance
#78- 23 , AN ORDINANCE OF THE CITY OF WYLIE, TEXAS , REGULATING THE CON-
STURCTION OF SIDEWALKS AND DRIVEWAY APPROACHES PROVIDING SPECIFI -
CATIONS FOR SIDEWALKS AND DRIVEWAY APPROACHES, REQUIRING A PERMIT
AND FEE, PROVIDING FOR PENALTIES FOR THE VIOLATION OF THIS ORDINANCE,
AND PROVIDING FOR THE PUBLICATION OF THE CAPTION HEREOF, with Section
IB changed to allow 6"X6"X#10X#10 steel mesh, by Alderman Minihan.
Seconded by Alderman Swayze . Motion carried all in favor.
Final report for the City of Wylie , Wastewater Treatment Plant Improve-
ments . Bobby Scalf came before the council with an up date on all
the findings of H D $ R on the wastewater plant . Mayor Akin instruct-
ed City Manager, Denton Miller , to arrange a meeting with N.T.M.W.D. ,
H.D. i~, R. , 1st Southwest (Frank Medanich) , and City Staff to study
the proposal and report back to the City Council for a joint work
session of the proposed improvements and the financing of these improv-
ments .
Appointment of members of Housing Board of Appeals . John Akin recom-
mended to appoint P. E Z . Board as members of Housing Board of Appeals .
A motion was made by Alderman Minihan to Confirm the Appointments of
the P. & Z . Board members to serve in this capacity also. Seconded
by Alderwoman Kent. Motion carried all in favor.
Motion by Alderman Swayze to Lease a building for Municiple Court from
Don Whitt and Kenneth Nall , owners , for one year at a time from July
1 , 1978 to June 30 , 1979 . Seconded by Alderman Ratcliff. All in favor.
pproval of Resolution #1977- 78- 7-1 . Approving Assessment Rolls as
qualized by Board of Equalization. Motion made" by Alderman Minihan
Ind seconded by Alderman Parker. All were in favor.
Departmental Reports : Monthly R & D Report, 3rd Quarter Budget Report ,
Chief Blanks came before the Council with the monthly activities of
the Police Department . After the discussion Mayor Akin thanked Chief
Blanks for coming . Fire Chief Rawlings came before the Council with
the monthly activities of the fire department. After his report Mayor
Aking thanked Ch f Rawlings for his report. City Manager, Denton
Miller, came be; e the Council with a request for a new radar. After
discussion a mot )n was made by Alderman Minihan to purchase this equip-
ment . Seconded I .- Councilwoman Kent . Motion carried all in favor.
City Manager, Denton Miller, was left to check the financing .
City Manager, Denton Miller, went over 3rd Quarter Budget Report and
R & D Report with the Council .
City Manager, Denton Miller, explained the need of the City Fire Mar-
shall to attend school at the cost •of $520 . 00 . All were in favor to
send him.
Landfill Permit Discussion. Denton Miller told the Council of Class I
classification, and discussion change from Class I to Class II . This

would allow the City to cover on a less frequent basis until we grew
in population size . Motion to Councilwoman Kent to apply for the
change before the permit was finalized. Seconded by Alderman Parker .
Motion carried all in favor.
Motion was made to adjourn into executive session at this time the
City Secretary was dismissed.
