08-08-1978 (City Council) Minutes 4 Regular City Council Meeting August 8, 1978 7 : 00 P.M. The Meeting was called to order at 7 : 03 P.M. by Mayor Pro-Tem Minihan. Invocation was given by Alderman Ratcliff. Present was Mayor Pro-Tem Minihan, City Manager, Denton Miller, City Attorney Ted Kent, Alder- men Parker, Swayze, Ratcliff, and Alderwoman Shirley Kent, Acting Chief of Police Arthur N. Mason, Fire Chief Mike Rawlings , Acting City Sec- retary Donna Christopher, and representatives of various organizations were also in attendance. Absent for the meeting was Mayor Akin due to vacation. Approval of Minutes and Monthly Bills . After discussion over the min- utes and the monthly bills Alderman Richard Parker make motion of ac- ceptance. Alderwoman Shirley Kent seconded the motion. Motion carried all in favor. Request of residents in the 300 and 400 block of Stone and Duncanway to pave the alley. City Manager Denton Miller read the request and the petition presented to him by the residents of this area. After discussion with the different representatives of this area the City Manager ex- plained just what would have to be done to proceed with the paving of this alley. After discussion with the City Council members and the repre- ...,, sentatives of this area, Councilwoman Shirley Kent made the motion of acceptance. Motion was seconded by Alderman Ratcliff. . Motion carried all in favor. Request of First State Bank to close W. Marble between N. Ballard and N. Jackson from 8 : 00 A.M. to 2 : 00 P.M. on August 12 , 1978 during the Auto Show and Grand Opening of the Motor Bank. After discussion with City Manager Miller and members of the Council , Alderman Parker made the motion of acceptance. Seconded by Alderman Swayze. Motion carried all in favor. Request of Wylie Independent School District of a Special Water Rate for the summer months during the field watering. After City Manager Miller read the request of the Superintendent to grant them special preferincial rates , the Council members discussed it ant their decision was to have the City Manager write a letter to the Superintendent of The Wylie School District advising him that the Water Rates will re- main the same. Alderman Ratcliff made the motion for the letter of explaination and Alderman Swayze seconded the motion. Motion carried all in favor. Departmental Reports and Monthly R & D Report. Mayor Pro-Tem Minihan asked Acting Chief of Police Arthur N. Mason for his Monthly report Record and if he had anything else to add to it. Acting Chief Mason advised the Council on how the reports would be broken down for a ber- —* ter understanding for the Council in the future. City Manager Miller advised the Council of the recent solving of a burglary which had hap- pened at the Western Auto Store, which lead to the solving of 3 pre- vious burglaries. Mayor Pro-Tem Minihan advised Acting Chief Mason of the good work he had done and that it was greatly appreciated. The Monthly R $ D Reports were given and discussed by the Council . Mayor- Pro-Tem Minihan then asked Judge Buddy Newton if he had any more reports for the Council. Judge Newton brought before the Council , all of the Warrants outstanding at this time since May 22 , 1978 . Judge Newton asked the Council to look into placing all warrants from our Municipal Court on the Computer , at the McKinney Sheriff' s Office, to assist in bringing in the money and the people in order to have a more current Docket Book. The Council along with the City Manager advised that all warrants would be placed on the computer as soon as possible. City Manager Miller expressed what a fine job Judge Newton has been doing. City Manager Miller advised acting Chief Mason to place all warrants on the computer as soon as possible. Mayor Pro-Tem Minihan asked for the report from Fire Chief Mike Rawlings . Chief Rawlings was unable to present a full coverage for the month due to a fire being fought for over 3 hours from which he :ad just returned. There were a total of 28 fire calls for the onth though. A request was made by City Manager for the Fire Dept . o remove the banners up town. Chief Rawlings advised that he would ee that it would be taken care of. Mayor Pro-Tem Minihan thanked .thief Rawlings for being there and how they appreciate their work. Appointment of a replacement to serve on the Planning and Zoning Board The City Manager explained to the Council that Charles Elledge had been contacted and how he advised that he could not continue in this office. The City Manager presented the council with the name of Ken Mauk. Alderwoman Kent made the motion to confirm Ken Mauk in as a member of the Planning and Zoning Board. Alderman Ratcliff seconded --the motion. Motion carried all in favor. kppointment of a member to serve on the Housing Board of Appeals . The City Manager at this time advised the Council that Mr. Ken Mauk would also fill this position. Alderman Ratcliff made motion to confirm Mr. Ken Mauk as a member of the Housing Board of Appeals . Alderman Swayze econded the motion. Motion carried all in favor. ppointment of Library Board. The five members of the Library Board .ire 1)Peg Barker, 2)Kathy Elledge , 3)Barbara LeCoque 4)Retha Tibbals , 5)Rita Smith. Alderman Richard Parker made the motion to accept these as the Library Board on a 2 year term for the reappointments of the "-irst three and 1 year term on the last two. Alderman Ratcliff second- r the motion. Motion carried all in: favor. _Discussion of prop, ;ed Ordinance to designated W. Marble between N. Jackson and N. Bal . ird as one way to the East and the alley between W. Marble and W. Jefferson one way to the North. After discussion of City Council and City Manager over this Ordinance a motion was made by Alderman Parker for the Ordinance # 78-24 AN ORDINANCE AMENDING ORDINANCE #78-17 (Traffic , Both Vehicular and Pederstrian) ARTICLE IV SECTION 16 ; DESIGNATING THE 100 BLOCK OF WEST MARBLE, ONE-WAY TO THE EAST; DESIGNATING THE ALLEY BETWEEN THE 100 BLOCK OF WEST MARBLE AND OF WEST JEFFERSON, ONE-WAY TO THE NORTH; 'ENALTY AND SEVERABILITY; DELARING AN EMERGENCY. to -go into effect mmediately and seconded by Alderman Kenneth Swayze . Motion carried all in favor. Discussion of results of preliminary application of the HUD Grant . Mr. Miller reported to the Council that the City' s preapplication had been turned down. He explained the reasons and also stated that some more fund would be available in October and he would submit another Pre- application at that time . The City Council adjourned into Executive Session. The City Council accepted the resignation of City Secretary Barbara Ellis which had become effective on July 31 , 1978 . City Manager Miller went over the various applications for the position. After a discussion of each applicant , Mr. Miller recommended that Ms . Sarah Connelly be hired to fill the vacant position. Mr . Miller also recommended a starting salary of $680 . 00/month for three months at which time an evaluation would be conducted, with the passing of the evaluation the salary would be raised to $725 . 00/month for the balance of the fiscal year. The Coucil was in agreement with the recommendations and instructed Mr. Miller to inform the applicant of her acceptance . Mr. Miller also discussed the applicants for the position of Chief-of- Police . He recommended that Sgt . Authur Mason , Gerald M. Heifner and Roy Randolph be interviewed by the council as soon as possible . The interviews were scheduled to take place on Thursday afternoon, August 10 , 1978 , in an Executive Session.
