SPECIAL CITY COUNCIL MEETING
SEPTEMBER 7, 1978
7 : 00 P.M.
Meeting was called to order by Mayor Akin at 7 : 00 p.m.
Invocation was given by Alderman Ratcliff. Those in
attendance were Mayor John Akin, Aldermen Curtis Ratcliff,
Kenneth Swayze, Richard Parker, Alderwoman Shirley Kent,
City Manager Denton Miller, Fire Marshall Mike Rawlings ,
Chief-of-Police Roy Randolph and City Secretary Sarah
Connelly. Mayor Pro-Tem Pat Minihan was absent.
Mayor Akin opened the meeting with a Public Hearing on
the proposed use of the Revenue Sharing Entitlement
10 Allocation. City Manager Miller presented the Proposed
Revenue Sharing Budget to the City Council. The Council
discussed it in detail . There were no comments from
the citizens present .
The Proposed Budget for October 1 , 1978 to September 30 ,
1979 and the Revised Budget for October 1 , 1977 to
September 30 , 1978 was presented by Mr. Miller to Council .
They reviewed the Summary, Revenue and Detail for each
department. There was good discussion over the budget.
Council as a whole was very pleased with the budget and
the way in which Mr. Miller presented it .
City Manager Miller also presented salary increase proposal
to City Council for the coming year.
Resolution 1977-78-9-1 (Improvements at public railroad
grade crossings) was presented. Alderman Parker made
motion for acceptance. Alderman Ratcliff seconded motion.
Motion carried all in favor.
Mr. Miller read the Statement of Assurance Form for the
Revenue Sharing Entitlement Period Ten. Alderman Parker
made motion for Mr. Miller to sign the Assurance for this
period. Alderman Swayze seconded motion. Motion carried
all in favor.
Repeal of Sales tax presented by Mr. Miller. Council
advised City Manager to draw up ordinance to keep the sales
tax on utility bills .
Mr. Miller read letter from North Texas Municipal Water
District in regards to water tap request by East Fork
Water System. He recommended to Council refusal of tap
due to East Fork Water System' s refusal to issue resolu-
tion not to encroach into the City' s territory and serve
new subdivisions . Council instructed Mr. Miller to draft
resolution. Alderwoman Kent made motion to adopt Resolu-
tion refusing water tap. Alderman Swayze seconded motion
Motion carried all in favor.
Alderman Parker made motion for adjournment. Alderman
Swayze seconded motion. Motion carried all in favor.
At this time Fire Marshall Rawlings and City Secretary
Connelly were dismissed. The Council went into Executive
session with City Manager and Chief-of-Police .
