Special City Council Meeting
September 18 , 1978
7 : 00 P.M.
Meeting was called to order at 7 : 00 p.m. by Mayor Akin.
Invocation was given by Denton Miller. Those in attend-
ance were Mayor Akin, Aldermen Parker, Swayze, Ratcliff,
Mayor Pro-Tem Minihan, City Manager Miller, City Attorney
Kent, Chief-of-Police Randolph, City Secretary Sarah
Connelly, Rita and Susan Allen. City Councilwoman Shirley
Kent was absent.
Mayor Akin opened with the Public Hearing of the Revenue
Sharing Funds Annual Budget for Fiscal Year ending Sept-
ember 30 , 1979 . Mr. Miller explained the changes that
had been made in the Budget at the Council's request.
Mayor Pro-Tem Minihan made the motion to accept the
Revenue Sharing Funds Annual Budget. Alderman Parker
seconded the motion. Motion carried all in favor.
Mayor Akin recognized Mrs. Rita Allen on the needs of
the Ambulance Service ' s needs for Fiscal Year 1978-79 .
Mrs. Allen explained to the Council that the Ambulance
Service was not bringing in enough revenue to carry its
load. After a discussion by the Council , Mayor Pro-Tem
Minihan made the motion to table this item for the agenda
of the next Council meeting , Alderman Swayze seconded
the motion. Motion carried all in favor. Council
reassured Mrs . Allen that they were not pushing them off,
but that they needed more time to cons
ider the matter.
City Manager Miller advised the Council that he had invited
either the Administrator or Dr. T.M.Trimble to be on hand
to represent the Wylie Hospital . There were no representatives
of the Wylie Hospital at the meeting. Mr. Miller explained
to the Council that the Hospital had made a request for
bid on 8" water main to serve the Hospital . The Council
instructed Mr. Miller to present bid to Hospital .
Mayor Akin recognized Chief-of-Police Randolph who gave
a report to the Council on the Police Department ' s
activities this past week. Which included 3 arrest made
locally and as a result has solved approximately 125 cases
in the metroplex area, and the arrest of 26 persons . The
Chief recommended to the Council that the City set up a
program for citizens of the city to mark their personal
property.
Mr. Miller proposed that the bid on the new police car
be opened October 17 , 1978 , which is the earliest date
available.
