10-10-1978 (City Council) Minutes rC3 REGULAR CITY COUNCIL MEETING October 10 , 1978 7 : 00 P.M. Meeting was called to order at 7 : 00 P.M. by Mayor Akin. Those in attendance were Mayor Akin, Councilmen Richard Parker, Kenneth Swayze , Curtis Ratcliff, Mayor Pro-Tem Pat Minihan, Councilwoman Shirley Kent , City Manager Denton Miller, City Attorney Ted Kent , Chief-of-Police Roy Randolph, City Secretary Sarah Connelly, Rita and Susan Allen of Allen ' s Funeral Home , two representatives of Cablevision, Justice of Peace Buddy Newton, Mr. and Mrs . Ed Snead, and Mr. and Mrs . Troy Christopher. Invocation was given by Mayor Pro-Tem Minihan. Approval of minutes and monthly bills . After discussion over minutes and bills , Councilman Parker made motion for -Y. approval . Councilman Swayze seconded motion. Motion carried all in favor. Allen' s Ambulance Service Request for increase in subsidy payments . Mayor Akin recognized Mrs. Rita :lien who had nothing further to present to the Council on Ambulance subsidy. Mrs . Allen said that they would like to attend Commissioner's Court along with members of City Council . Councilman Parker asked Mr. Miller what his recommendations were on this item. Mr. Miller had his recommendation in typed form attached to Allen' s Ambulance request . Mr. Miller made request that Council approve $1500 per year subsidy. Mayor Pro-Tem Minihan requested establishing a time table in order for the Council to study the request. Councilman Minihan made motion to approve new subsidy request of $1500 per year. Councilman Ratcliff seconded motion. Motion carried all in favor. '"" Wylie Sports Association-Park & Recreational Proposal . Park $ Recreation Board-Discussion of Land Site . Mayor PPro-Tem Minihan made report to Council that Mr. Brewster said they would be glad to supply $3000 to the Park & Recreational Proposal and would furnish written confirmation to same effect. Mr. Kent informed Council that contract was not ready for open meeting at this time . Mr. Minihan requested that item #3 $ #4 be tabled for next agenda. Representative of Cablevision brought the Council up-to- date on the progress of the company. Their plan is to have this in operation by this time next year. Appointment of Auditors for Fiscal Year 1978-79 . Mr. Miller advised Council that the Auditors will start November 15 , 1978 for auditing Fiscal Year 1977-78 . This will take a maximum of 30 to 45 days to complete . Councilman Minihan made motion to accept Williams , Bradford $ Williams of Dallas as auditors for Fiscal Year 1978-79 . Councilman Swayze seconded motion. Motion carried all in favor. Designation of Route for FM 544 Extension. After a discus- sion of all possible routes for extension , Councilwoman Kent made motion that FM 544 be carried straight down W. Kirby. Seconded by Mayor Pro-Tem Minihan. Motion carried all in favor. Discussion of Municipal Court Judge vacancy. The Council accepted the resignation of Buddy Newton as Municipal Court Judge for the City of Wylie. Mr. Minihan asked Personnel Committee for their recommendations . Mr. Miller recommended that the committee try to find someone who had attorney license to handle situation. Justice of Peace Buddy Newton requested that he be allowed to maintain his office space at present location and he would make new lease agreement I54 with owner of building. Mayor Pro-Tem Minihan made recom- mendation for Personned Committee , City Manager & City Attorney to diligently seek replacement for Municipal Judge and that the office space be vacated for the Justice of Peace office. Councilman Ratcliff seconded motion. Motion carried all in favor. In the absence of Fire Chief Mike Rawlings Mr. Miller gave Council report on new fire truck. Mayor Pro-Tem Minihan asked Mayor Akin to publish picture in local paper along with article explaining why the City purchased a new truck. Chief-of-Police Randolph presented Police Department Report in written form. Resolution 1978- 79-10-1 Authorizing the Financing of the 40 Apparatus for the 1978 Fire Truck Apparatus of $20 ,772 at 6% interest. Mr. Miller advised the Council that the local bank will finance the new fire truck. Motion was made by Councilman Parker to accept resolution. Councilman Ratcliff seconded motion.
