11-14-1978 (City Council) Minutes REGULAR CITY COUNCIL MEETING --- November 14 , 1978 7 : 00 P .M. Meeting was called to order at 7 : 00 P .M. by Mayor Akin. Those in attendance were Mayor Akin , Councilwoman Shirley Kent , Councilmen Richard Parker , Kenneth Swayze , Mayor Pro- Tem Minihan , City Manager Denton Miller , City Attorney Ted Kent , City Secretary Sarah Connelly , Frank Rasor and Roger Powell , HDR representative , Attorney Jim Bowen , Mike Rawlings . Councilman Curtis Ratcliff was absent . Invocation was given by Mayor Akin . Approval of previous minutes and monthly bills . After dis- cussion over minutes and hills , Councilman Parker made motion of acceptance . Councilwoman Kent seconded motion . Motion carried all in favor . Rate Study for Dater and Sanitary Sewer Services Contract with H. D. R. Frank Rasor representing H. D . R. made presentation to Council on the study and the contract . After discussion of procedure Councilman Swayze made motion to accept the con- tract . Mayor Pro-Tem Minihan seconded motion . Motion carried all in favor . Discussion an Approval of Bid # 1977- 78- 1 Sale of 1947 Fire Truck . Ray d Cooper submitted the only bid of 82010 . 00 and Mr. Miller :ommended accepting bid . Councilwoman Kent made motion to ac. . lpt bid . Councilman Parker seconded motion . Motion carried all in favor. Discussion and Approval of Bid # 1977 - 78- 2 Construction of Concrete Alley. Suppliers submitting bids were : Garland `�- Concrete Co . and K . C . Swayze Construction Co . Due to un- clarification on bids , Mayor Pro-Tern Minihan made motion to reject all bids and reopen the bidding. Councilwoman Kent E_, seconded motion. Motion carried all in favor . ■+A Appointment of Corporation Court Judge for Municipal Court #2 . Mr. Miller introduced Mr . Jim Bowen , partner of City Judge Jim Burns and made recommendation to Council to appoint Mr . Bowen as City Judge for Court #2 to insure the City of having a Municipal Court Judge at all times . Councilwoman Kent made motion to appoint Mr . Bowen as City Judge . Councilman Swayze seconded. Motion carried all in favor . Discussion and Approval of Bid # 1977- 78- 3 , Purchase of Fire hose . Suppliers submitting bids were Fire Protection Service , Sun Fire and Fabric Fire Hose . After discussion over the bids submitted Councilman Parker made motion to accept low bid submitted by Fire Protection of 2 , 064 . Councilwoman Kent seconded. Motion carried all in favor . Wylie Sports Association - Park F, Recreation Proposal Discussion of land for park site . Mayor Pro -Tem Minihan will obtain written confirmation from Wylie Sports Association on the $3 , 000 . 00 toward the land purchase of park ite . Councilwoman Kent made motion to empower Mayor Pro-Tem Mnihan and Council - man Swayze to execute contract of land purchase prior to December 1 , 1978 contingent to public hearing to be held on November 28 , 1978 . Councilman Parker seconded . Motion carried all in favor. Departmental Reports . Mike Rawlings , Training Officer with Wylie Fire Department made report to Council that Danny Clark is now Fire Chief. Mr . Rawlings also reported that grass fire season is at a peak and that fighting grass fire in the county was causing excessive wear and tear on the equipment , especial- ly grass fires around Lake Ray Hubbard . Council instructed Mr. Miller to look into fire protection for county. Mr . Miller presented Police Department report in written form to the Council , in the absence of Chief-of- Police Randolph . A e v�f Discussion of parallel parking on East side of N. Jackson St . between W. Marble and exit at 1st State Motor Bank. Council instructed Mr . Miller to establish parallel parking at this location. Resolution # 1978- 79- 11- 1 Council Order-Approving Delinquent Roll . Mr. Miller presented Delinquent tax roll to the Council . After a discussion Mayor Pro-Tem Minihan made motion to adopt the Resolution. Councilman Swayze seconded . Motion carried all in favor. Monthly RU reports . Mr . Miller presented monthly reports to Council . Petition in Intervention in Docket # 2169 of P .U . C . Mr. Kent presented P. U. C. information to the Council and stated that he had sent a petition for intervention to P .U . C . reflecting the City had no objections as long as it did not reflect an increase on the citizenerv . Discussion and Approval of Water and Sewer Easement from Ed and Virginia Collins . After a discussion the Council instruct - ed Mr. Miller to obtain Easement with a time period of a maximum of 20 years on the water set from Ed and Virginia Col - lins .
