12-12-1978 (City Council) Minutes CO REGULAR CITY COUNCIL MEETING DECEMBER 12 , 1978 7 : 00 P .M. Meeting was called to order at 7 : 00 P.M. by Mayor Akin . Those in attendance were Mayor John Akin , Councilwoman Shirley Kent , Councilmen Richard Parker , Kenneth Swayze , Curtis Ratcliff, Mayor Pro-Tem Pat Minihan , City Manager Denton Miller , Chief-of- Police Roy Randolph , City Attorney Ted Kent , City Secretary Sarah Connelly and HDR representa- tives Frank Rasor and Dennis Masters . Invocation was given by City Manager Miller. Approval of previous minutes and monthly bills . After dis - cussion over minutes and bills , Councilman Parker made motion of acceptance . Councilman Ratcliff seconded motion . Motion carried all in favor. Rate Study report for Water and Sanitary Sewer Services - -HDR. Mr. Rasor and Mr. Masters representing HDR presented an up- to-date progress report on the Study to the Council . Council was impressed with the progress and the form of its presenta- tion. Discussion and Approval of Bid # 1978 - 79 - 4 of Paving of Alley. The two bids that were submitted were opened . Bidders were Garland Concrete with a bid of $ 11 , 831 . 00 and K. J . Swayze Construction with a bid of $9 , 849 . 60 . Both bids had a firm price for 30 days . Mayor Pro-Tem Minihan made motion to ac- cept low bid and to inform the citizens involved in the pav- ing. Councilman Parker seconded the motion . Motion carried all in favor. ,.,, Public Hearing on Zoning Ordinance # 79 - 1 , An Ordinance Estab- lishing an I - 2 Heavy Industrial District on 12 , 149 acres of land in Abstract #688 , F. D. Pina Survey ; and Zoning Ordinance # 79- 2 , An Ordinance Establishing R- 1300-M Single Family Resi- dential Districts on . 532 acres of land (Tract 7C) Abstract # 267 , E. C . Davidson Survey ; and on 3. 62 acres of land (Tract 4C) Abstract # 23 , A. Atterbury Survey. After discussion on the Ordinances Mayor Pro-Tem Minihan made motion to adopt Ordinances # 79- 1 and # 79- 2 . Councilman Ratcliff seconded the motion. Motion carried all in favor . Discussion and Approval of Water Sewer Easement from Ed and Virginia Collins . Council requested tabling until next meet- ing when signed easement would be available to the Council . Departmental Reports and Monthly RU reports . Chief-of-Police Randolph presented Police Report to Council in written form and also gave report on new patrol car . Mr. Miller presented the RED reports to the Council . Public Hearing to Discuss Priorities and Projects in develop- ing a Preapplication for a $500 , 000 Single Purpose Community Development Block Grant from HUD. Mr . Miller suggested three different areas to the Council for the total project . The Council was favorably impressed with the project areas . Request by lvlie Independent School District to waive prelim- inary plat land being advertised for sale and to submit a Final Plat ly. Councilman Ratcliff made motion to waive preliminary lat . Councilman Parker seconded the motion . Mo- tion carried all in favor. Discuss relay of 6" sewer main on school property. After discussion Councilman Swayze made motion to relay the main. Councilwoman Kent seconded the motion. Motion carried all in favor. mai Discussion of water main extension request by Mr. Phillips . Mr. Phillips is with Sonic . Mr. Miller presented the propos - al to the Council for their consideration. The Sonic owners would pay for these extensions . Mayor Pro-Tem made motion to adjourn into executive session.
