�-- SPECIAL CITY COUNCIL MEETING
March 7 , 1979
7 : 00 P.M.
Those present were Mayor John Akin, Councilmen Parker,
Swayze, Ratcliff, Councilwoman Kent, City Manager Miller,
City Secretary Sarah Connelly, City Attorney Kent . Mayor
Pro-Tem Minihan was absent.
Invocation was given by Mayor Akin.
Mayor Akin introduced to the citizens present the gent-
lemen who had filed for position on City Council . They
were Mr. Kenneth Swayze , Mr. Don Hughes , Mr . Steve Clay-
bourn, Mr. Rowland Kreymer, Mr . Roy Hall , Mr. Richard
Parker and Mr. Curtis Ratcliff.
Mayor Akin then explained to the citizens the need for
rate change on water and sewer rates . Mayor Akin intro-
duced Mr. Frank Rasor, representative of H D R. Mr . Rasor
explained the technicalities to the citizens . Mr. Rasor
then_ introduced Mr . Dennis Masters , who presented
Proposed Rate Study #4 to the Council .
Mr . Miller presented breakdown of rates- original-proposed-
adjusted. He also went into detail on the sewer and water
improvements . There was a constructive discussion between
the citizens present and the Council .
Mayor Akin presented to Council the need to instruct Mr.
Miller to adjust the current rates on a temporary basis .
Councilman Swayze made motion instructing Mr. Miller to
adjust rates , Councilman Parker seconded the motion.
All in favor.
Councilman Swayze made motion to authorize Mr . Miller to
proceed with program change to reflect adjusted rates .
Councilman R :Jiff seconded motion. All in favor .
