REGULAR COUNCIL MEETING
MARCH 13 , 1979
7 : 00 P.M.
Meeting was called to order by Mayor Akin at 7 : 00 p.m. Present
were Mayor John Akin, Councilmen Kenneth Swayze , Richard Parker,
Curtis Ratcliff, Mayor Pro-Tem Pat Minihan, Councilwoman Shirley
Kent , City Attorney Ted Kent , City Manager Denton Miller , City
Secretary Sarah Connelly, H D R Representatives Frank Rasor and
Dennis Masters , Mr. Bob Hogan of Hogan, Consultants , and Chief-
of-Police Roy Randolph. Citizens present were Mr. and Mrs . Starnes ,
Mr. and Mrs . Cecil Hackler, Mr. Billy Mills , Mr. and Mrs . Dwayne
Wilson, Mr. Rowland Kreymer , Mr. and Mrs . Raymond Rowell , Mr. Don
Hughes and Mr. Bob King.
Invocation was given by Councilman Ratcliff.
After discussion of previous minutes and monthly bills Councilman ...,
Parker made motion to accept minutes and bills as presented.
Councilman Swayze seconded motion. Motion carried all in favor.
Mayor Akin explained to citizens present why the new water and
sewer rates were having to be set up . Mayor Akin then introduced
Mr. Frank Rasor and Dennis Masters to explain in further detail
the need for the rate increase .
Mr. Miller reported to Council that Mr. Fred Kerns had advised
him that he would not be at meeting.
Mr. Miller presented proposed ordinance on annexing 45 . 910 acres
of park land into City. Councilman Parker made motion to adopt
Ordinance # 79- 11 . Councilman Swayze seconded the motion, which
carried all in favor.
Mr. Melvin St .John was not present , but Council insturcted Mr.
Miller to inform Mr. St.John to go through proper channels for
his request .
Councilman Swayze made motion to re-appoint Dr. T.M. Trimble as
City Health officer for a term of three (3) years . Councilman
Ratcliff seconded motion. All in favor.
Mr. Bob Hogan of Hogan Consultants , Inc. presented his firm to
the Council for consultants . Mayor Akin informed Mr. Hogan that
the City would inform his firm of their decision .
Chief Randolph presented Police Department report to Council in
written form. Chief Randolph advised Council that he had talked
with City Judge Jim Bowen in regards to holding Municipal Court
on the first and third Tuesday of the month in the mornings . He
had not talked with City Judge Jim Burns , and would inform Council
at later date. Mr. Miller presented R & D Reports to Council .
Councilmen Parker and Ratcliff offered to assist Mr. Miller calcu-
late Certificate of Deposits to take advantage of higher interest
rates .
Councilman Swayze made motion to adjourn. Councilman Parker sec-
onded. - Carried all in favor. Council adjourned into executive
session at 8 : 30 p.m.
