SPECIAL COUNCIL MEETING
MARCH 20 , 1979
7 : 00 P.M.
Meeting was called to order by Mayor John Akin at 7 : 00 p.m.
Attending were : Mayor Akin , Councilwoman Shirley Kent , Council-
men Parker, Swayze , Ratcliff, Mayor Pro-Tem Minihan, City Mana-
ger Miller, City Attorney Kent , Chief-of-Police Randolph, City
Secretary Connelly, HDR representatives Frank Rasor and Dennis
Masters , NTMWD representative Bob Mansell and Truitt Smith , First
Southwest representatives Frank Medenich and Mike Ashford, and
numerous Citizens .
Invocation was given by Mayor Pro-Tem Minihan.
Public hearing of proposed water and sewer rate ordinance , lower-
ing the rates charged to consumers . Mayor Akin presented proposed
ordinance to the citizens present . Mr. Rasor and Mr. Masters ,
HDR representatives , made their comments to the Council and citi-
zens present . Mr. Rasor advised the Council that he had request-
ed insurance information from Texas Insurance Board and that a
copy should be mailed to Mr. Miller. Mr. Miller presented proposed
ordinance with Section 3 change on rates for multi-family housing .
Council requested more time in which to study the proposed change
in section 3. Councilman Parker made motion to accept Ordinance
#79- 12 adopting proposed rate #4 . Mayor Pro-Tem Minihan seconded
motion, with amendment to be made if necessary after a look has
been made into multi-family rates . Motion passed all in favor.
Meeting with Financial Advisors concerning use of NTMWD Special
Facility Bonds on wastewater treatment plant improvements . Pro-
cedure for conducting Revenue Bond Election for overhead water
storage improvements . Mr. Mike Ashford and Mr. Frank Medenich,
financial advisors , informed Council of procedure that would have
to be taken on the bond election and the steps necessary in get-
ting all information needed from government. Mr. Ashford informed
Council that they needed to set a date for the bond election .
Mr. Truitt Smith presented Mr. Bob Mansell , representing NTMWD ,
who presented the mechanics involved with NTMWD Specialty Facil -
ity bonds for the sewer plant. Mr. Mansell asked for a resolu-
tion permitting NTMWD to go ahead with the ground work. Council -
man Swayze made motion to adopt Resolution #1978 - 79- 3- 1 . Council -
man Ratcliff seconded motion , which passed all in favor.
Annexation Petition on one acre of land adjacent to FM2514 and
County Road by Troy and J . L. Gibson. After discussion Councilman
Parker made motion that Council table petition until more clari-
fication is given to Council as to why they wanted to annex in ,
and that owners be present . Councilwoman Kent seconded. Motion
carried all in favor.
Mayor Pro-Tem Minihan made motion for adjournment . Councilwoman
Kent seconded the motion. Council adjourned into executive ses-
sion at 8 : 30 p.m.
