CITY COUNCIL
APRIL 10 , 1979
7 : 00 P.M.
Those attending meeting were Mayor John Akin, Mayor Pro-Tem
Minihan, Councilmen Richard Parker, Kenneth Swayze, Council-
men-elect Rowland Kreymer, Don Hughes , Roy Hall , Councilwoman
Shirley Kent, City Attorney Ted Kent, City Manager Denton
Miller, City Secretary Sarah Connelly, Chief-of-Police Roy
Randolph and Mrs . Randolph, Fireman Mike Rawlings , Troy and
J. L. Gibson of J $ T Cabinet Shop and numerous citizens .
Absent was Councilman Curtis Ratcliff.
Invocation was given by Mayor Pro-Tem Minihan.
Approval of minutes and monthly bills . Mayor Pro-Tem Minihan
made motion of acceptance . Councilman Swayze seconded, all
in favor.
Mayor Akin extended congratulations to new council members
and appreciation to Councilmen Parker, Swayze and Ratcliff
for their service . Mr. Miller administered oath of office
to new members . Councilmen Hall , Hughes and Kreymer took
their seats at Council table .
Elect Mayor Pro-Tem. Councilman Hughes nominated Council-
man Hall as Mayor Pro-Tem. All in favor.
Appointment of Council Committies by Mayor Akin
Budget & Finance - Shirley Kent & Pat Minihan
Personnel - Don Hughes F Roy Hall
Street $ Public Utilities - Rowland Kreymer Roy Hall
Park & Recreation - Pat Minihan & Ted Kent
Police $ Fire Protection - Don Hughes $ Rowland Kreymer
Appointment of two members to serve on Library Board. Ms . Peg
Barker and Kathy Elledge were appointed to serve .
Continuation of Public Hearing of Water & Sewer Rates for
Multi-family and Mobil Home Parks . Mayor Pro-T Hall had
some proposed rates for the Council . Mayor Akin asked Mr.
Miller and Mr. Hall to get together and study the rates
further with the engineers . Mayor Pro-Tem Hall made
motion to table the item until the next meeting . Councilman
Kreymer seconded motion. All in favor .
Annexation petition on one acre of land adjacent to FM 2514
and County Road. Troy and J.L. Gibson, owners of J T
Cabinet Shop requested annexation to lower their insurance
rates and requested nothing further of the city.
Councilman Hughes made motion to grant annexation. Mayor
Pro-Tem Hall seconded. All in favor .
Proposed Resolution #1978-79-4-1 , Opposing Any Cost Sharing
with the Colony, and Opposing the Extension of the Service
if Any Cost of this Extension will Increase Cost to the
City of Wylie, A General Telephone City. Mayor Pro-Tem Hall
made motion adopting resolution. Councilman Kreymer seconded
motion. All in favor.
Discussion of Approval of Cooperation Agreement of Texas
Intertribal Indian Housing Agency. Councilman Minihan made
motion to table he item until representatives of Intertribal
Indian Agency c ld make their presentation to the new council
members . Councilwoman Kent seconded. All in favor .
Discussion of Ordinance #62-6 "Electrical Code" Glenn Morrow.
Mr. Morrow was not at meeting. Item was tabled for next meeting .
Discussion of Bond Election for Overhead Water Storage Improve-
ments . Due to the fact that the water rate hearing had been
tabled until next meeting , Councilman Minihan made motion to
table this item. Councilman Hughes seconded. All in favor .
Departmental Reports and Monthly R F D Reports . Chief Randolph
presented Police Report and explained the report to the new
council members . Mr. Miller presented R E D Reports to Council .
Discuss abandonment of utility easement on northeast side of
Lot 9, 10, Wylie Industrial Park- Extruders . Councilman
Hughes made motion that the utility easement be abandoned
provided that Extruders purchase tracts 9 and 10. Councilman
Kreymer seconded. All in favor.
Council adjourned into executive session.
