City Council
May 8 , 1979
7 : 00 p.m.
Attending were Mayor John Akin, Mayor Pro-Tem Roy Hall ,
Councilwoman Shirley Kent , Councilmen Don Hughes , Rowland
Kreymer, Pat Minihan, City Manager Denton Miller, City
Attorney Ted Kent , City Secretary Sarah Connelly. Numer-
ous citizens of Wylie .
Invocation was given by Mayor Akin.
Concilman Minihan made motion to accept previous minutes
and bills . Mayor Pro-Tem Hall seconded.
Mr. Mickey Martin made request to Council to re- zone
Zoning Request # 78-79-11-1 . After discussion on legal-
ity of zoning matters City Attorney Kent requested time
to study the zoning requirements . Councilman Minihan
made motion to table item until Mr. Kent and Mr . Miller
could further study the matter. Councilman Kreymer
seconded. All in favor, Councilwoman Kent abstained.
Mr. Mark Townsend, July Jubilee Chairman, made request
to Council to close N. Ballard from July 14 to July 22 .
Mr. Townsend advised Council that all was needed was a
request from City Council to close 544 . Councilman
Minihan made motion to submit request. Councilwoman
Kent seconded. Two yeas and three noes (Councilmen Don
Hughes, Roy Hall , and Rowland Kreymer) .
Mr. and Mrs . Bill Chapman asked the Councils advise on
how or what to do to keep the mud from Woodhollow Drive
lots from getting into their swimming pool during rains .
It appeared that the lots behind their home was built
up higher resulting in bad drainage . Councilmen Rowland
Kreymer and Roy Hall advised them that they would look
into the drainage problem.
Mr. Lawrence A. Woodland, Jr . had made petition to annex
. 5 acres of land out of Allen Atterbury Survey Abst #23 .
Mayor Pro-Tem Hall made motion to accept petition.
Councilman Hughes seconded motion. All in favor .
Mr. Al Draper, spokeperson for the Park and Recreation
Board, presented an up-date to the Council on their
progress .
Mr. Earnest Walt made request in behalf of the Methodist
Church to close N. Jackson between W. Jefferson and W.
Marble on June 17 , 1979 , from 6 : 00 p .m. until 9: 00 p.m.
as they were going to have an old time singing and ice
cream. Mayor Pro-Tem Hall made motion to grant request.
Councilman Kreymer seconded. All in favor.

Mr. Miller advised Council on the Airport Study Agreement
and the need for a representative to be from Wylie . Mr .
Minihan made motion to accept agreement and to empower
the Mayor to appoint a representative by verbal approval
of two councilmembers . Mayor Pro-Tem Hall seconded. All
in favor.
Mr . R. P . Miller, Melvin Douthitt and Kenneth Swayze were
appointed to serve on Equalization Board to be held on
June 2, 1979 .
Fire Chief Danny Clark made report to Council for Fire
Department .
Chief-of-Police Randolph presented his report to Council
in written form. Chief Randolph advised Council that
there is a need for a back up on radio transmission from
Police Station since during a recent electrical storm the
station was without transmitting power . Mayor Akin
instructed Councilmen Kreymer and Hughes to come up with
back up recommendations . Mr. Miller presented monthly
R $ D Reports and 6-month Budget Report to Council .
Councilman Minihan made motion to adjourn at 9 : 15 p.m.
Mayor Pro-Tem Hall seconded. All in favor.
The Council adjourned for a brief break before going into
executive session.
City Manager Denton Miller requested that the City Secretary
and City Attorney be asked to stay and that the meeting
remain open until an item concerning his employment could
be discussed. Mayor Akin read Mr . Miller ' s letter of
resignation to the Council . Mayor Pro-Tem Hall made motion
to accept resignation. Councilman Kreymer seconded.
Yeas - Mayor Pro-Tem Hall , Councilmen Don Hughes , and
Rowland Kreymer.
Noes - Councilman Pat Minihan and Councilwoman Shirley
Kent.
Councilwoman Kent explained that her objections were not
necessarily for Denton, but were completely against the
way it was landled since the whole Council was not informed
of the actin taken until afterwards . Council agreed to
allow Mr. Miller to take all of his earned vacation which
he has not used since his employment at end of job term and
that he be allowed to take time off with pay for job inter-
views . Councilman Minihan made motion that Mr. Miller be
allowed to go home for remainder of meeting . Councilwoman
Kent seconded. All in favor.
Meeting adjourned into Executive Session.
